I II. StuOv Background and pbjectives Case introduced Drew Daniluk from Aviation P]anning Associates (AvPlan) who has been hired by the Council to conduct the Reliever Airport Study. Drew introduced the team members:in attendance and using displays, showed how other groups will fit into the study process. The study will look at the existing system of relievers and determine if they are adequate or not, and if not, what can be Oone. The study will include all general aviation airports, not just relievers. This will be done on a broader basis, not master planning details. The study goals and objectives include: o identify a system of existing and proposed reliever airports o determine facility, and services to meet reliever role o identify operational approaches for enhancement of the rellever system o establish development options and priorities IV. Study Tasks Barbara Fritsche, Aviation Planning Associates, presented the study overview and approach. There are seven existing designated reliever airports and NPIA Designation for five second tier reliever airports. General aviation activities make up 18 percent of the total MSP operations. The study approach includes: inventory, forecasts, capacity analysis, alternatives, requirements, financial/implementation, aRd coordination/documentation. Currently, AvPlan is focusing on the inventory stage. As part of this, two surveys will be conducted. One survey will focus on registered aircraft owners regarding aircraft operations, characteristics, needs, are they using MSP and how often. The second survey will focus on transient pilots coming into the area to determine their use of MSP, needs and characteristics. It was suggested that a question be asked to determine airport preference and if where they are now is by choice or by circumstance. AvPlan will also be working with Biocentrics to review the survey. The survey will be sent to 15OO-2OOO aircraft owners, expecting about a 30 percent response rate. V. Study Schedule B. Fritsche presented a dispay showing the study schedule. The next meeting of the task force will be held in June with the next meeting with thc consultants occurring around late July/early August. VI. Ouestions M. Ryan questioned if .~g legislation will be taken into account, such as the use of constrained of u:nconstrained forecasts. B. Fritsche repsonded that the leglslation would be monitored, but that forecasts will be unconstrained. Several questions were raised concerning the process for public input. C. Case answered that the Council ils developing a communications plan that will be avaiable at the next meeting for review. This plan include how to make the public aware through press releases, special mailings, public information meetings, etc. Additionally, an "interested person" mailing list will be developed to send agendas so that interested persons can follow what's going on and attend meetings that interest them.
