Greg DuChene - 16571 Zirconium- Mr. DuChene stated that he is a Ramsey <br />resident and a pilot; he has been flying out of Gateway for 8-9 years. Mr. <br />DuChene stated that he belongs to the flying club based at Gateway and the <br />club members prefer to have a facility close to where they live. Improving <br />Gateway would be an economic boom to the City and the facility needs to be <br />made as safe as possible. <br /> <br />Jack Ippel - 16447 Jaspar Street N.W. - Mr. Ippel stated that he has been <br />Chairman of the Airport Commission since it was formed in August, 1983. <br />The task given to the Commission by City Council was to come up with <br />answers to questions they did not have answers to and it was determined <br />that the Commission did not have those answers either. Council authorized <br />an airport master plan study to answer questions, following FAA guidelines <br />every step of the way. In that study, it was determined that it is <br />feasible to develop Gateway and meet eligibility criteria for Federal <br />funding. Airspace reviews were done by FAA indicating that there are no <br />hazards in place that would prohibit construction of the airport. The next <br />step was to review airport zoning, which is under review and referendL~ at <br />present. An environmental assessment report was prepared. Basically, <br />every step of the way the Airport Commission and City Council have <br />determined that the project looks good and is worthy of proceeding onto the <br />next step which is determining costs. A public improvement project that <br />breaks even is good. Ramsey has a facility in Gateway that after 20 years <br />will have a payback of 5 to 1. Existing businesses located here because of <br />the facility but are reluctant to base their aircraft at Gateway until it <br />is improved; potential businesses are currently reluctant to locate here <br />with no guarantee that the airport will be there. The airport studies have <br />shown that the facility has served the community well in the past and can <br />continue to do so in the future. Gateway will be a definite asset; the <br />demand was and is there. <br /> <br />Mr. Hartley proceeded to read into the record written comments from Steve <br />Keefe, Chair of Metropolitan Council (See Attachment A to these minutes) . <br /> <br />Mr. Hartley noted that written comments regarding the environmental <br />assessment report on improvements at Gateway North Industrial Airport will <br />be received at City Hall until April 28, 1988.
