Our initial review has identified one major <br />area of concern under section 2.2 of the report dealing with Land use matters. <br />On page 2-20, the first paragraph states "any expansion or new landfill would <br />be prohibited by the Airport Zoning Ordinance." We understand that "new" in <br />this instance refers to candidate landfill Site P. <br /> <br />There should be text included at this point in the EIAR which clarifies that <br />the airport zoning ordinance adopted by the city of Ramsey cannot remove <br />site P from consideration as a candidate landfill. Although we hcpe we will <br />not have to site any more landfills~ Minnesota Statutes, Section 473.811 <br />Subd. 4a, provides that with the approval of the Metropolitan Council, "a <br />metropolitan county may acquire a (candidate landfill) site and buffer area for <br />a solid waste disposal facility anywhere within the county without complying <br />with local ordinances." <br /> <br />We appreciate the City extending the period for keeping the public hearing <br />record open. The Council's Metro Systems Committee will conduct its referral <br />review of the Gateway EIAR On April 19 and full Council action will occur on <br />April 28.
