C_~ Discuss Environmental Assessment Study: <br /> <br />Chairman Ippel reported that the environmental assessment study is in <br />progress. Letters will be mailed in the very near future to property <br />owners affected by the a!rport, basically in conjunction with the land <br />acquisition and relocation part of the airport master plan. The letter <br />will request comments regarding property valuations and the type of <br />relocation assistance that will be needed; the letter will also contain a <br />disclazmor noting that this process is part of an investigation and not a <br />notice o~ taking. The environmental assessment study will also include two <br />public meetings as well as a public hearing. <br /> <br />Case #5: Revi¢~..Request For Conditional Use Permit To Establish Asphalt <br /> Plant In The I-I Industrial District: <br /> <br />Chairman Ippel stated that Barton Sand and Gravel (Commercial Asphalt <br />Company) is requesting a condltoinal use permit to establish a commercial <br />asphalt bituminous plant on the southeast 20 acres of the old Prestressed <br />Concrete property, across from the airport. Planning and Zoning conducted <br />a public hearing on the request and tabled action pending a recommendation <br />~rom this Airport Commission. Chairman Ippel stated that the concerns of <br />this Comm.sslon would be that the steam generated at the plant would impair <br />visibility in the area of the runway and it's approaches and create a <br />safety hazard. Chairman Ippel stated that Merland Otto suggests that the <br />request be submitted to FAA for airspace approval. <br /> <br />During further discussion and map reviews, it was determined that a portion <br />of the property on which the bituminous plant would be established is <br />proposed ~or land acquisition according to the airport master plan. <br /> <br />Motion by Commissioner Donovan and seconded by Commissioner Chapman <br />indicating that in regards to Commercial Asphalt Company's request for a <br />conditional use permit to establish a bituminous plant, the Airport <br />Commission has the following serious concerns: <br /> <br />1) According to the Airport Master Plan, a portion of the property <br /> is proposed ~or acquisition. <br /> <br />That the emission of steam ~rom plant operations would impair <br />visibility in the vlcznity of the airport runway and it's <br />approaches, <br /> <br />Therefore, the Airport Commission recommends that Commercial Asphalt <br />Company be required to submit their request to FAA for alrspace approval. <br /> <br />Further Discussion: Chairman Ippel noted that FAA's decision would be <br />final because Gateway is an existing airport and has airspace. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners Donovan, <br />Chapman, Barnes, Greenberg and Erickson. Voting No: None.
