Case #1. 2 and 4~ <br /> <br />R~¥iew City Council Meeting Minues Dated August 25, <br /> 1987 And September 1. 1987 As They Apply. TO Airport <br /> Zg~n~ And The Airport Issue; Discuss A~rport Zoning <br /> Study; Discuss The Airport Advisory Referendum: <br /> <br />Chairman Ippel reported that Council conducted the third public hearing on <br />the airport zoning ordinance on August 25. At that meeting, the issue at <br />hand was a~rport zoning and Council moved to direct the City Attorney and <br />City Administrator to prepare information regarding timing and notice <br />related to conducting an advisory referendum on the airport issue. <br />Chairman Ippel stated that according to the Charter, 10% of the registered <br />voters can call an ordinance for referendum and there were indications that <br />this would be t~e situation it Council adotped the airport zoning <br />ordinance. Chairman Ippel stated that Council may have been attempting to <br />avoid the circulation of petitions and rumors by calling for an advisory <br />election now. Chairman Ippel also noted that i~ a referendum now shows the <br />majority ot the people to be in favor of the airport, 10% o~ the registered <br />voters could force the City to go through the cost of another election once <br />the a~rport zoning ordinance is adopted. <br /> <br />Chairman Ippel stated that most of the concerns that have been raised <br />regarding the airport have to do with safety, noise and impact to property <br />values. Ail of these issues will be addressed in the environmental <br />assessment and zt seems Logical to delay the advisory election until that <br />study is complete. <br /> <br />Chairman Ippei stated that at their September 1 meeting, City Council <br />requested ~nput from th~s Airport Commission. <br /> <br />The Commisslon consensus was that it there is to be an election on the <br />airport issue, there should be only one election and it should be on the <br />~ssue as a whole and not just on the zonlng. <br /> <br />Motion by Commissioner Erickson and seconded by Commissioner Chapman to <br />indicate to City Council that the Airport Commission ~eels an advisory <br />referendum at this time is inappropriate since the complete data on the <br />acceptability of the airport upgrading and acquisition is not available, <br />nor recommended, at th~s time. The Commission recommends that: 1) City <br />Council adopt the Airport Zoning Ordinance; 2) City Council delay the <br />referendum until the Environmental Impact Assessment Report, Relocation <br />Plan and Prelimlnary Engineering Report/Preapplication for AIP Funds are <br />available; 3) If, in Council's estimation, an advisory referendum is <br />required, it should be held no earlier than the second quarter of 1988 when <br />the data listed ~n item (2) is available and an acquisition plan is <br />submitted ~or approval. <br /> <br />Further Discussion: The Commission noted that they are willing to meet <br />with Council to discuss the issue. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners Donovan, <br />Chapman, Barnes, Greenberg and Erickson. Voting No: None.
