typical glide path of an approaching aircraft would be closer to a <br />20:1 slope, thus "practic&l" or actual clearances would be greater <br />than design approach clearances. <br /> <br />RECOMMENDATION: <br /> <br />Requires no change to zoning ordinance or plan. <br /> <br />RESPONSE TO MR. AND MRS. LaZERTE'S CONCERNS: <br /> <br />Mr. and Mrs. LaZerte's property lies wholly within Zone B (PIN #44- <br />0001) and would be subject to density restrictions. Under the pro- <br />posed ordinance, the lot Oould not be subdivided. <br /> <br />The ordinance does not address whether or not property owners in Zone <br />B would be compensated for not being able to sub-divide. This is an <br />issue which has been raised several times, however, and which the City <br />Council should address atan appropriate time, perhaps as a policy <br />statement. The City encouraged the placement of homes on one side of <br />a lot in order to allow orderly future subdivision at the time when <br />sewer or water would be i~stalled. The City Council may wish to <br />consider whether affected ~roperties in Zone B should be assessed as a <br />single unit rather than az two units at the time when sewer and water <br />is eminent. The City CounCil may also wish to consider, whether large <br />lots with City sewer and water may, in fact, enjoy a considerably <br />greater market value due to the improvements than would smaller lots. <br /> <br />Several studies are to be undertaken reviewing the real estate market <br />near the landfill and airport. Experience at other comparable air- <br />ports with comparable traffic has shown that there is little, if any, <br />impact on residential property values. <br /> <br />With respect to remodeling~or additions, residents in Zone B will be <br />required to obtain an airport zoning permit along with their building <br />permit. However, since these properties are exempted from Zone B <br />density restrictions, remodeling and expansion projects should not <br />pose a problem. <br /> <br />The height limitations similarly would not affect residential struc- <br />tures in Zone B since the City's underlying zoning ordinance restricts <br />the height of buildings toi35'. Heights of antennas, towers, poles, <br />however, would be restricted by airport zoning. <br /> <br />RECOMMENDATION: <br /> <br />The comments do not require a change to the ordinance. The Council <br />may wish to determine a policy specifically addressing lots in Zone B <br />which would not be able to~sub-divide due to the ordinance. This <br />determination could be made at any time prior to preparation of as- <br />sessments for sewer and water. The affected residents can be expected <br />to be more comfortable with a policy decision made in the near future. <br />Such a decision could less~n any potential problems with selling <br />property affected by the ordinance. <br /> <br /> <br />
