Austin read the city charter and he will find that it isn' t necessary to <br />obtain a court order to stop a project. According to the charter, majority <br />rules; if Mr. Austin can get enough citizens in the city to agree with him, <br />there won't be a municipal -airport; if the majority of the citizens want an <br />improved airport, then Mr. Austin will have to abide by that. <br /> <br />Chairman Ippel noted that this is Mr. Austin's first Airport meeting; that <br />some of his concerns are not anticipated; he should read airport master <br />plan and public meeting and hearing minutes to get all the facts. The <br />airport master plan addresses a facility that would meet minimum standards <br />for FAA participation and f~ding; the facility proposed would serve single <br />and light twin engine aircraft with weights not to exceed 12,500 pounds <br />gross. <br /> <br />Mrs. Loren Rick - 15059 Lim~nite - Stated that her and her neighbors feel <br />that the citizens don't have a say and why fight the airport; they fought <br />the landfill and that didn't do any good. Mrs. Rick stated that once the <br />airport is in it will continue to expand to accomodate larger planes and <br />then there will be air traffic controllers just like at Flying Cloud. Mrs. <br />Rick stated that their homes were here before the airport was proposed and <br />Metro Council says that no single family homes are to be built near an <br />airport. The homes across ~the street from her would be removed if the <br />airport project is approved~ her home value will decrease if the view from <br />her front window is an open field. She was informed by Mr. Peltzer, a long <br />standing member of the community, that it doesn't do any good to voice an <br />opinion and object to what the City is doing. Mrs. Rick stated that she <br />recalled her neighborhood petitioning not to have blacktop streets but <br />Council ordered the project anyway. <br /> <br />Commissioner Sieber stated that Mr. Peltzer is wrong; this commission has <br />begged the public for input and meeting minutes prove that up until now <br />very little or no opposition has been raised. Commissioner Sieber stated <br />that the petition process Mrs. Rick was involved in had to have been prior <br />to the city charter adoption; suggested Mrs. Rick read the city charter as <br />it puts the power back into the hands of the citizens and the petitioning <br />process. <br /> <br />Chairman Ippel noted that the existence of the airport has been and is <br />being used to try and prevent certain things from happening in Ramsey like <br />being sited as a potential location for hazardous waste treatement/storage/ <br />disposal, vertical expansion of the existing landfill and Site P. The City <br />is considering taking over ownership of the airport and making improvements <br />to the runway in order to promote econcmic development within the City; the <br />airport would be limited to what is proposed in the airport master plan. <br />The airport is situated in the middle of an industrial park and considering <br />the geographics around the airport, there is the potential to develop a <br />general aviation airport that will attract the type of business and <br />industry Ramsey would like to see in that area. <br /> <br />Commissioner Sieber pointed out that the landfill is under the auspices of <br />County, State and Metro Council agencies; the City has never had control of <br />what happens at the site. The airport is a City project and the people do <br />have a say in what happens.
