the improvements are in, t~at could not happen unless Hwy. 10 were moved <br />and it's very unlikely tha~ would ever be approved. <br /> <br />Mrs. Rick asked why the airport couldn't be located in an area that would <br />allow for expansion. <br /> <br />Commissioner Sieber stated that Gateway is an existing airport which gives <br />it an opportunity to be considered by the Federal government. Previous <br />city consideration to other sites raised a lot of citizen opposition. The <br />only site that has not raised much opposition is the existing Gateway site. <br /> <br />APPROVAL OF AGENDA <br /> <br />Commission consensus was to approve the agenda with the following addition: <br /> <br /> Case #2: Report On M~eting With Waste Management Of Minnesota, Inc. <br />APPROVE AIRPOR~ COMMISSION ~MEETING MINUTES <br /> <br />Motion by Commissioner Erickson and seconded by Commissioner Greenberg to <br />approve regular Airport Commission meeting minutes dated December 3, 1986. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners Barnes, Emery, <br />Greenberg, Donovan, Siebe~, Chapman and Erickson. Voting No: None. <br />Absent: Commissioner Stauffer. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #2: Report On_Meeting Meeting With Waste Management Of Minnesota. <br /> <br />Chairman Ippel stated that upon their request, he and Merland Otto met with <br />representatives of Waste Management, Inc. regarding the incompatibility of <br />landfills and airports. Waste Management was informed that incompatibility <br />is based on landfill vertical expansion encroaching conicle airspace and <br />landfills being a bird attraction causing a safety factor for the airport. <br />Waste Management of Minnesota, Inc. indicated that they are willing to work <br />with the city to see that these concerns are resolved. <br /> <br />Case #1: Airport Zoning: <br /> <br />Merland Otto stated that the purpose of airport zoning is to protect <br />airport approaches from further development. Also, in order to comply with <br />State criteria and be eligible for funding, airports owners must have a <br />zoning ordinance adopted or be in the process of developing one. Because <br />Ramsey does not currently c~n the airport, they can't establish a joint <br />airport zoning board with other affected agencies; because the airport is <br />within Ramsey boundaries, the City has the option to adopt a zoning <br />ordinance for the City itself and request adjacent community affected by <br />height limitations to adopt a similar zoning ordinance. Mr. Otto proceeded <br />to review, with the Commission, the proposed zoning ordinance which was <br />prepared using FAA's model ordinance as a guideline.
