a) <br /> <br />To provide a greater margin of safety, utilize runway low-end <br />elevation rather than runway high-end elevation to set safety <br />zones. <br /> <br />b) Add a clause prohibiting non-compatible uses within Zone C. <br /> <br />Mr. Otto stated that the ordinances is drafted assuming City Council will <br />establish itself as the Airport Zoning Board and the City's existing Board <br />of Adjustment will also serve as airport board of adjustment. The height <br />limitations contained in this ordinance would serve as a basis to stop <br />landfill vertical expansion. ~ndfill operators would have to approach the <br />City for a permit to expand' into airport airspace. If that happens and the <br />City denies the request, suspect landfill operators will spend the money to <br />get the ruling overturned. <br /> <br />Mrs. Rick - Noted that in Safety Zone A, only the homes on one side of <br />Limonite would be acquired; this means her home would face an open field <br />and she feels this devalues her property. Airport improvements will bring <br />increased air traffic. Is the City really considering all this money just <br />to accomodate smaller aircraft? If the improvements are approved because <br />it is an existing site, who's to say it won't be further expanded because <br />it is an existing facility? <br /> <br />Mr. Otto replied that impl~ent safety zones provide a greater margin of <br />safety than what presently exists. <br /> <br />Commissioner Sieber stated that increased air traffic and not increased <br />aircraft size is the intent of the airport improvements. <br /> <br />Commissioner Barnes stated that once the improvements are made, the bulk of <br />Gateway's business will be 2-4 seater airplanes. <br /> <br />Chairman Ippel stated that.geographic items like Hwy. #10, Burlington <br />Northern railroad tracks and the Mississippi River prohibit further <br />expansion of the facility. <br /> <br />Mr. Otto pointed out that the airport has been at this location for 15 <br />years; the City is considering upgrading, not expanding, an existing <br />airport and improving themarginof safety. <br /> <br />Chairman Ippel noted that Gateway is designed to handle single and light <br />twin engine aircraft. The airport master plan operations projection for <br />the next 20 years talks about getting back to a level of operations similar <br />to what was seen at the airport in it's peak activity years (late 1970's). <br /> <br />Mrs. Rick inquired as to who Will pay for the devaluation to properties <br />located adjacent to airport safety zones. <br /> <br />Mr. Otto stated that the burden of proof has to be established by the c~ner <br />of the property. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Chapman to <br /> Airport/January 14, 1987 <br /> <br />Page4 of 5 <br /> <br /> <br />
