5.01: Public Hearing: Consider Preliminary Plat for Northfork Alpine Addition <br />Public Hearing <br />Chairperson Levine called the public hearing to order at 7:02 p.m. <br />Presentation <br />Community Development Director Gladhill presented the staff report stating the purpose of this <br />file is to review the official Preliminary Plat prepared by Roshell Engineering, LLC for the purpose <br />of a four lot subdivision located on Alpine Drive within the Northfork Planned Unit Development. <br />The Developer has proposed a development of single -level, detached single-family homes. It was <br />noted individual septic systems were being recommended. Staff reviewed the request in detail, <br />noting several revised changes to the plans, and recommended the Planning Commission approve <br />the Preliminary Plat and direct the developer to proceed to the preparation of a Final Plat. <br />Citizen Input <br />Commissioner VanScoy questioned if the EPB had reviewed this case file. <br />Community Development Director Gladhill reported this matter had been reviewed by the EPB. <br />Mike Thompson, 15721 Andrie Street NW, reviewed a proposed house plan for the new <br />development. He reported it was his hope that four new houses would be built. <br />Commissioner VanScoy asked if the location of the stormwater pond would be a concern. He <br />questioned why the stormwater pond was put in that particular location. <br />Mr. Thompson stated the design of the original plat led him to put the stormwater pond between <br />the street and Andre. However, after revising the plans, the pond location was shifted. <br />Community Development Director Gladhill added that the location of the stormwater pond also <br />had to do with the contours of the property noting a portion sloped down to the southeast. He <br />reviewed the location of the stormwater pipes along the roadway and discussed their purpose as <br />being to capture rainwater and reduce the amount of rainwater that runs into regional ponds. <br />Commissioner Bauer commented on the lack of access to the lot to the east. He asked if the <br />stormwater runoff could be changed to run east and west to improve access to the site. <br />Community Development Director Gladhill stated this was the reason for breaking up the runoff <br />areas in to primary and secondary locations. He reported staff needed additional information <br />before he could answer this question. <br />Commissioner VanScoy inquired if it was necessary to require the developer to have access to rear <br />yards.
