Our Mistioi}: To work together to reipoiibly grew our comma nityr, and to provide quality, cent-oliBcdwe, and efficient government services. <br />CC Regular Session 6. 2. <br />Meeting Date: 04/12/2016 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />PUBLIC HEARING: Adopt Resolution #16-04-060 Ordering Plans and Specifications for Improvement Project <br /># 16-00, Division B; 2016 Mill and Overlay Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to conduct a public hearing and consider ordering plans and specifications for <br />Improvement Project #16-00, Division B; 2016 Mill and Overlay Improvements. <br />Background: <br />On February 8th, 2016 the Ramsey City Council ordered a Feasibility Report for Division B of the 2016 Street <br />Maintenance Program which proposes to mill and overlay existing bituminous pavement sections on approximately <br />0.8 miles of Sunwood Drive between Sunfish Lake Boulevard and the bridge between 147th Lane and Krypton <br />Street. Figures showing the general project location and scope of work are included in the attached Feasibility <br />Report. <br />On March 22nd, 2016, the Ramsey City Council accepted the Feasibility Report and ordered this evening's Public <br />Hearing. The purpose of the Public Hearing is to present information about the project to the public, including a <br />description of the proposed improvements, estimated project costs, and proposed funding sources which includes <br />levying special assessments against three benefiting properties. Property owners may then address Council with <br />any questions or concerns they have regarding the project, including proposed funding sources, prior to Council <br />consideration of ordering plans and specifications. <br />City staff visually inspects each public street segment throughout the City annually to determine pavement <br />conditions. Staff uses the Pavement and Surface Evaluation Rating (PASER) method to assign a numerical rating <br />between 1 and 10 to each street segment. Streets rated at 1 are considered to need a complete reconstruction, while <br />streets rated at 10 are considered to be new pavement sections. The segment of Sunwood Drive proposed to receive <br />mill and overlay improvements in 2016 has PASER ratings between 4 and 5 making it a timely candidate for mill <br />and overlay improvements. The proposed improvements should extend the life of the pavement approximately 20 <br />years. <br />This segment of Sunwood Drive was constructed in 1996 with B618 concrete curb and gutter, a storm sewer <br />system, and an average of 3'/2 inches of bituminous pavement over 4 inches of class 5 aggregate base. The street is <br />30 feet wide between Sunfish Lake Boulevard and 145th Lane, and 40 feet wide over the remainder of the segment. <br />The right-of-way is 80 feet wide throughout. Sanitary sewer and water supply systems exist throughout this <br />segment of Sunwood Drive, though both are in good operating condition and require no improvements as part of <br />this project. <br />
