Proposed improvements include the removal and replacement of approximately 200 feet of damaged sections of <br />concrete curb and gutter, milling 2 inches of bituminous pavement off the top of the existing pavement, adding 2 <br />inches of new bituminous pavement on top of the existing base course, and completing other appurtenant <br />improvements including casting adjustments and upgrades to at least two pedestrian curb ramps. <br />According to the attached Feasibility Report, this project is necessary, feasible, and cost-effective from an <br />engineering standpoint, and can be constructed as proposed herein. <br />Notification: <br />As required by State Statute 429.031, public hearing notices were mailed to all three property owners proposed to <br />be assessed for a portion of the improvements, were posted in the Municipal Center, and were published in the <br />City's official newspaper. <br />Observations/Alternatives: <br />Observations: <br />The proposed improvements are consistent with the City's long-term Street Maintenance Program. <br />A public information meeting was held from 6:00 to 7:30 pm on Wednesday, April 6th to present information on <br />the proposed project to interested property owners around the project area. Meeting notices were mailed to over 250 <br />properties, and 8 property owners attended the meeting. None of the three property owners proposed to be assessed <br />for a portion of the project costs attended. Questions asked of City staff in attendance, which included the City <br />Engineer and Public Works Superintendent, were generally to verify that they would not be assessed for the work, <br />whether any roads would be closed during construction, and how long the proposed improvements would last. <br />Staff received several phone calls and emails regarding the project, but based on all public feedback received to <br />date the public seems to understand the need for the improvements and supports them. Only one of the property <br />owners proposed to be assessed for the improvements contacted staff, and after submitting information as to why <br />his property was proposed to be assessed for the improvements there was no further contact. Staff therefore does <br />not anticipate receiving any objections to the improvements during the Public Hearing. <br />Alternatives: <br />Alternative #1 — Motion to adopt Resolution #16-04-060 ordering plans and specifications for Improvement Project <br />#16-00, Division B; 2016 Mill and Overlay Improvements. <br />Alternative #2 — Motion to deny adoption of Resolution #16-04-060 at this time. <br />Funding Source: <br />Plans and specifications are proposed to be completed in-house as part of staff's regular duties. <br />The Engineer's opinion of probable costs for this project is $301,000 which includes 5% contingency costs and <br />14% indirect costs for administrative, engineering, and legal costs. <br />This improvement project is identified in the City's 5-year Capital Improvement Plan, and is proposed to be funded <br />using a combination of Street Reconstruction and Overlay Plan bond proceeds per the City's 5-year Street <br />Reconstruction Overlay Program and special assessments. <br />Special assessments are preliminarily proposed in the amount of $950 per benefiting property as identified within <br />the Feasibility Report. This includes three properties having direct access to the improved segment of Sunwood <br />Drive. The proposed assessment rate is intended to recover 25% of eligible project costs based on estimated project <br />costs identified within the Feasibility Report, and based on adopted assessment rates for previously completed mill <br />and overlay projects. Each property proposed to be assessed for the improvements will receive the same level of <br />benefit so the proposed assessment rate is applied equally to each. The "per lot" assessment method is <br />recommended due to the similar benefit that will be realized by each property. The proposed use of special <br />assessments conforms to the requirements set forth in State Statute Chapter 429, chapter 8 of the City Charter, <br />
