Commissioner Zimmerman amended his motion to include the following item being <br />added to Findings of Fact ~098: <br /> <br />9. This property has been brought before the Planning and Zoning <br /> Commission on previous dates for discussion of subdivision. <br /> <br />Commissioner Johnson seconded the amendment to the motion. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Kennen, Deemer, <br />Zimmerman, Johnson, Hendriksen and LaDue. Voting No: None. <br /> <br />Tne Commission proceeded to review the proposed conditional use permit <br />agreement. <br /> <br />Mr. Johnson referred to Item #1 in the proposed agreement and stated that he <br />prefers not to be required to provide adequate water supply and sewage <br />disposal facilities for a temporary building, that if and when a permanent <br />building is constructed he is willing to comply with the sewer and water <br />requirement. Mr. Johnson added that the temporary building will be <br />attractive; he currently rents space on Ferry and Main and it would be more <br />economical to conduct his business on property he owns. Mr. Johnson stated he <br />is looking at an automobile inventory of 40; no automobile repairing will be <br />done in the temporary building and auto reconditioning will be carried on in <br />the permanent building when it is constructed; only normal security lighting <br />is planned for the area. <br /> <br />Commission consensus is that the sewer and water requirement cannot be waived. <br /> <br />Commissioner Johnson inquired if fencing shouldn't be considered to buffer <br />this business activity from the adjacent residential homes. <br /> <br />Commissioner Deemer noted that the homes in question are residential uses in <br />an existing Industrial area. <br /> <br />Mr. Johnson stated he would be willing to provide for fencing. <br /> <br />Co~mission consensus is that fencing is not necessary at this time. <br /> <br />Motion by Commissioner Zi~erman and seconded by Commissioner Deemer, for <br />further discussion, to rec0nm~end approval of a conditional use permit for Mr. <br />Allan Johnson to use a mobile home for temporary office space and to sell <br />automobiles in an I-1 District, contingent upon Mr. Johnson entering into a <br />conditional use permit agreement with the City. Further, that the following <br />items be added to the proposed conditional use permit agreement: <br /> <br />7. Any sign shall be in conformance with the City's sign ordinance. <br /> <br />8. Adequate on-site parking shall be provided (10 spaces in additon to <br /> one space for each employee). <br /> <br />Further Discussion: Commissioner Deemer stated that he is not against <br />business coming into the City but he does have some reservations in this case <br />because of the City's history of problems with used auto dealers~ <br /> <br /> Page 3 of 8 <br /> <br /> <br />
