Motion carried. Voting Yes: Chairman Peterson, Commissioners Kennen, Deemer, <br />Zimmerman, Hendriksen, JohnSOn and LaDue. Voting No: None. <br /> <br />Mike Gait stated that he is present representing the partnership that has <br />ownership in the land formerly known as General Mills property and that the <br />purpose tonight is to present a conceptual review of development proposed for <br />that property. <br /> <br />Mr. Gair presented an aerial photo of the subject 1241 acre parcel and various <br />maps depicting zoning, topographic data, soil types, and inventory of slopes. <br /> <br />Mr. Gair stated that the developers are attempting to provide for residential <br />development, while being sympathetic to the site, and to organize open space <br />so that it will be conclusive to future use. The project involves a total of <br />1241 acres; 631 acres of lots, 252 single family dwellings, average lot size <br />of 2.5 acres, 50 acres of right-of-way, 560 acres of opsn space, 100 acre Lake <br />Itasca. <br /> <br />Mr. Gair stated that the proposed density, one in 2.5 acres, is the key issue <br />in this concept. <br /> <br />Mr. Gait proceeded to comment on City Engineer Raatikka's letter dated January <br />9, 1985. With regards to Item #4 in Mr. Raatikka's letter, Mr. Gair stated <br />that his office has checked with Mn/DoT regarding the railroad crossing and <br />the process to be followed is to contact Mn/Dot and Burlington Northern <br />regarding a permit request; considering the amount of frontage along the <br />railroad, it is likely that the permit will be granted. With respect to Item <br />#5 of Mr. Raatikka's letter, Mr. Gair stated that closer consideration will be <br />given those 3-5 lots affected by the Class 3 soils on the property. <br /> <br />Commissioner Deemer stated that he realizes the grade crossing already exists <br />but the developer could give some consideration to the underpass that was used <br />as a cattle crossing. With regards to density, Commissioner Deemer stated <br />that maybe it can be taken into consideration that the proposed development <br />will abut a similar development of 2-1/2 acre lot sizes in Sherburne County, <br />which is not under Metro Land Planning Act jurisdiction. <br /> <br />City Engineer Raatikka stated that opening the door to this develounent could <br />lead to amending the Comprehensive Plan and opening the entire City to <br />development. <br /> <br />~here was some discussion regarding recollections of back in 1981 or 1982, the <br />City rezoning the subject property to Rural Open Space and General Mills' <br />objection to that action. <br /> <br />Mr. Raatikka stated that the process to amend the Comprehensive Plan is not <br />very involved as long as the amendment does not have an affect on services <br />like sewer capacity. <br /> <br />ex)remission requested that for the Planning and Zoning February meeting, Staff <br /> <br />Page 4 of 8 <br /> <br /> <br />
