provide the Commission with options of direction to take in regards to the <br />density issue in this case~ and all future development with respect to the <br />Comprehensive Plan. <br /> <br />Commissioner Zimmerman referred to plans to extend 153rd as an access point in <br />the development and requested comments from A1 Pearson, <br /> <br />Mr. Pearson stated he is concerned with who will pick up the cost of extending <br />153rd? <br /> <br />Discussion ensued regarding the need for access on the eastern side of the <br />develo~ent to provide for better ~mergency and public vehicle access to the <br />area. <br /> <br />Commissioner Zimmerman inquired about parks planned in the area; public~ <br />private or none. <br /> <br />Mr. Gair stated that 560 acres has been set aside for open space and is <br />designated private at this time. <br /> <br />City Engineer Raatikka stated that in 1981 or 1982 an aerial topo of the area <br />was taken as part of an airport study at that time; some of the slopes are up <br />to 40% and this might present problems with some of the lots. The City is <br />currently working on an Environmental Ordinancewhich proposes to restrict <br />development of slopes over 18%. <br /> <br />Commissioner Deemer stated that there is a granitemonumemon the property <br />that should not be disturbed. <br /> <br />Discussion ensued regarding the fact that during the EAW process, the <br />Historical Society will be reviewing the area and making recommendations on <br />preservation of anything with historical value. <br /> <br />~he Commission thanked Mr. Gair for the excellent presentation. <br /> <br />Mr. Gair stated that it does appear that this Planning Commission thinks <br />favorably of this concept on it's present set of substances and that this <br />Commission thinks favorably towards amending the density set down in the <br />Comprehensive Plan. <br /> <br />Commission agreed with Mr. Gair's previous statement. <br /> <br />Chairman Peterson stated that the Planning Commission has a workshop scheduled <br />for January 23 to review alternatives available in dealing with the density <br />problem and to take steps to proceed to ~m~end the Comprehensive Plan so that <br />it will meet the needs of the landowners. <br /> <br />Request For Prel~minarv Plat ApDrxlval~-__Case_~Of Riv_er~5%_BeDd <br /> <br />Mr. Rick Foster was present and stated that the subject parcel consists of 5 <br />acres south of the proposed Rum River Bridge Crossing and east of Hwy. 47. <br /> <br />Commission proceeded to review City Engineer Raatikka's letter dated January <br /> <br />Page 5 of 8 <br /> <br /> <br />
