9, 1985; seems that the major item of concern is DNR restrictions on this <br />property. <br /> <br />Molly Comeau of DNR stated that it is DNR's position that if a property is not <br />to be developed with single family residences, it has to be a P.U.D. with <br />cluster housing; DNR restrictions on the subject property would not allow for <br />cluster housing density. ~ <br /> <br />Mr. Foster stated that he will be meeting with DNR on Friday, January 18, to <br />discuss the density issue. Mr. Foster stated that five years ago a deal was <br />made in which the City, County and State benefitted and the land giver did <br />not; if the land giver does not receive some benefit, we will withdraw the <br />petition to rezone the pr(~perty and proceed in a different direction. Mr. <br />Foster stated that the situation as it exists does not seem fair. Mr. Foster <br />added that the problem is.with Lot 2 which is proposed for multiple use; the <br />proposed use does meet the City's zoning requirements. <br /> <br />Roger Raaum - 371 Cooldige - Inquired as to the height of the units and <br />whether or not the trees between the subject property and residences on <br />Coolidge will be left as a buffer. <br /> <br />Commissioner Deemer stated that the developer is restricted to a 35' maximum <br />building height above the mean ground level. <br /> <br />Mr. Foster stated that the t~nits are proposed to be 2-1/2 story; about a 30' <br />strip of trees will not be disturbed; and Mr. Raaum's dog kennel, which is <br />located on the subject property, will also probably not be disturbed. <br /> <br />Mr. Foster stated that it has been requested that DNR reconsider the amount of <br />property taken for Wild a~n~d Scenic area; in most areas, 400' was taken; also <br />requesting DNR reconsider: the amount of property taken on a parcel just to the <br />north of this subject property. <br /> <br />Molly Comeau stated that the issue of pervious surface cover might also be a <br />problem. <br /> <br />Commission consensus is t~ble preliminary plat approval until DNR and <br />developers of River's Bend Properties resolve the density and pervious surface <br />problems. <br /> <br />City Planner Anne Norris provided copies of proposed resolutions regarding <br />Ramsey's support of Ramsey Center Partnership in their attempts to develop at <br />densities specified in City Ordinance and Ramsey's request that DNR redefine <br />boundaries of Scenic River Land Use Districts. <br /> <br />Mr. John Stine of DNR stated that DNR will view these resolutions as that of <br />the City's feelsing regarding the boundary lines and that the City would like <br />DNR to reconsider distriet boundaries and that it was the City's intention, <br />though never recorded, to grant approval to the proposed development. ~hese <br />resolutions would be submitted to DNR Central Office as background material in <br />the case. <br /> <br />Motion by Commissioner Deemer and seconded by Zimmerman recommending that City <br />Council adopt resolutionB regarding Ramsey's support of Ramsey Center <br /> <br />Page 6 of 8 <br /> <br /> <br />
