Partnership in their attempts to develop River's Bend Properties at densities
specified in City Ordinanc~ and Ramsey's request that DNR redefine boundaries
of Scenic River Land Use Districts.

Further Discussion: Art Raudio - Stated that DNR normally acquired 400' along
the river and doesn't understand why so much more property was acquired in
this particular area. Mr. John Stine replied that he was not with DNR at the
time boundaries were aligned but he assumes the decision was made to go with
highway right-of-ways because those were readily accessible. Mr. Raudio
stated that DNR restrictions limit development to only 30% of the property and
this makes it economically~not feasible; Ramsey needs tax dollars and it is
critical to Ramsey and the~landowners that this property is opened up to
commercial and high density develol~nent. Commissioner Deemer stated that the
area in question is not on'the Rum River, but on the River's backwaters. Mr.
Stine replied that the oxbow is contiguous to the River and provides open
water access to the River.

Motion carried. Voting Yes: Chairman Peterson, Commissioners Kennen, Deemer,
Zimmerman, Johnson, Hendriksen and LaDue. Voting No: None.

~ Ipformational I.tgms:

a) Zoning Seminar on January 22, 1985 at Earle Brown Center in St. Paul -

Commissioners Zi~m~erman and Deemer expressed an interest in attending.
b) Public Hearing Guidelines P&Z Referred To City Attorney For Review -

Ms. Norris stated that City Attorney Goodrich saw no problem with the prol:osed
public hearing guidelines.

~ Review._Of Environmental Protection Ordinance~

Mr. Raatikka stated that the Environmental Protection Ordinance drafted is a
combination of the Enviror~nental Ordinance and the Shorelands Ordinance.

Mr. Stine stated that this should be the last time DNR requires an ordinance
from Ramsey; this ordinance will not have significant impact on development
other than setbacks and impervious surfaces. Mr. Stine stated that he is sure
variance requests will come into the City regarding impervious surfaces and
added that DNR is flexible on the impervious issue.

Commission consensus is that this Commission will conduct a public hearing on
the subject Environmental iOrdinance on Tuesday, February 5,, 1985 at 7:30 p.m.
at Ramsey City Hall; this public hearing should be advertised in the Anoka
County Union.

Election .qf._P!aqn_~.n~ .and Zoning__commissio~_Offic_ers_..Eo~_1985.:

Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to
reappoint Mr. Ken Peterson as Planning and Zoning Chairman and Mr. Gerald
Zimmerman as Planning and Zoning Vice-Chairman.

Motion carried.
