Chairperson Riley stated last year the City under spent on road reconstruction and asked if this year the City will utilize those funds. City Engineer Westby reviewed the upcoming projects and stated with the current project lineup, the excess funds may not be needed. He stated he can provide more information at the next meeting. Chairperson Riley stated the Council budgeted $500,000 but only $400,000 was spent so it seems the road projects would be $100,000 behind schedule. If not, he would question whether $500,000 is the correct dollar number to budget for this work. City Engineer Westby presented a map depicting the streets involved in the 2016 sealcoat program, noting it is over 11 miles. He explained the Finance Director has asked staff to revamp the five-year plan that the bonding was based on for street reconstruction and overlays, plus the sealcoats, to create a plan for moving forward. City Engineer Westby stated the Riverdale Drive Extension — Traprock Street to Ramsey Boulevard plans and specs are in progress and advised of staff's work with Anoka County Parks to acquire mutually beneficial road right-of-way. An appraisal will be obtained and reviewed with Anoka County Parks and staff will create a proposal on the City's added value to that park over the years. Chairperson Riley asked if this is a standard expectation for the City to put through a street. City Engineer Westby stated it is a different understanding from the start of the project because things have changed and Anoka County is taking a different stance in how to provide utilities and road access to the park parcel. He stated staff will talk through those issues with Anoka County Parks. City Engineer Westby provided an update on the Highway 47 Crosswalk Improvements at Nowthen Boulevard/Xkimo Street project, which would be more cost effective if done jointly with Mn/DOT. Construction is expected to start this Spring. He reviewed the needed Sunwood Drive concrete pavement repairs and option for temporary repairs in 2016 with the replacement proposed in 2017. Councilmember Johns asked if the cost is $30,000 for each crosswalk. City Engineer Westby stated it could cost that amount, especially if thermoplastic crossings are installed. Councilmember Johns asked if this is different than stamped concrete. City Engineer Westby stated it is and explained how the thermoplastic mat is melted into the pavement and has life expectancy of five to ten years. He provided an update on the Sunwood Drive Striping Improvements that will be coordinated with concrete pavement improvements. Public Works Committee/March 15, 2016 Page 5 of 8
