Chairperson Riley asked if the City does its own striping. Public Works Superintendent Riemer stated the City contracts for that work. Chairperson Riley asked whether Alpine will be striped at County Road 5. City Engineer Westby stated staff will look at that location and report back. He then described issues involved with the Gibbon Street and 173rd Avenue Drainage Improvements Feasibility Report; Woodland Green Park drainage issues and removal of dead trees; Trail Maintenance Policy that will be presented at the May meeting; and, Stormwater Pond Maintenance Policy that will be presented this Fall. He asked if there are other projects for staff to address. Councilmember Johns asked about the CIP projects that have been added. City Engineer Westby stated the Finance Director will be presenting the CIP in detail at the March 22, 2016, Work Session. He reviewed the projects scheduled for the next five years. One new well and pump house and chemical feed system have been pulled into the CIP and the Water Treatment Plant has been removed, as it will not be constructed within that timeframe. Public Works Superintendent Riemer distributed and reviewed information relating to vehicle and equipment ratings, replacement schedule, mower trade-out schedule, and new equipment included in the CIP. Chairperson Riley stated it appears the velocity patcher does a good job and asked whether it is cost effective for the City to own. Public Works Superintendent Riemer stated last year the City spent over $100,000 on spray patching so that machine will pay for itself in a couple of years. Chairperson Riley stated this information is useful in understanding the ratings and replacement schedule. Public Works Superintendent Riemer reviewed the equipment depicted in the color red that is scheduled for immediate replacement or has already been ordered. With regard to the need for a road grader, he stated Ramsey has 2.6 miles of gravel roads and if all those roads are paved in the future, a replacement grader may not be needed. City Engineer Westby stated staff just learned about Anoka County projects to reclaim Bunker Lake Boulevard and Armstrong Boulevard. Staff asked and it was confirmed that Anoka County is coordinating those projects with the Game Fair event. In addition, they will create a right turn lane at 155th and add by-pass lanes to three other intersections. He stated these are big projects and staff will keep the Council informed. Councilmember Johns asked about the location of the trail along Armstrong Boulevard.
