Ron West stated Kovar blacktopped the parking area <br />to the Northwest and they were in agreement to the building being constructed. <br />He will install a drain spout on the roof and a swale to direct the water <br />running off the roof to a dry well on Berg Oil's land and the other run off <br />will be what they are already getting on Kovar property due to their own <br />construction of the parking lot years ago. <br /> <br />Item 5. Ron West suggested installing Class V because of oil trucks <br />dripping, etc., and that this would just eat through blacktop in no <br />time and ruin it. <br /> <br />Item 6. Okay <br /> <br />Item 7. 35 foot setback from rear property line. <br /> <br />Discussion held on whether there should be screening in the rear. <br /> <br />John Hubbard c~mented that this is an established business and there <br />is only the railroad track in the rear. <br /> <br />Ron West said this should be addressed for each individual case and take <br />into consideration the surrounding businesses, etc. There is a railroad <br />track in the rear, a five foot high bank and trees between Berg Oil and <br />the TEC Center and Kovar Manufacturing on the other side where they just <br />park harrows. <br /> <br />Motion by Ken Peterson and seconded by Ben Deemer to recommend to the <br />City Council that they approve the final site plan with the recommendations <br />as indicated and present payment of the $500 deposit and show a 35 foot <br />rear yard setback. <br /> <br />Motion carried. 6-0. <br /> <br />SITE PLAN MODIFICATION <br /> <br />A general discussion was held regarding the site plan and that it is not <br />necessary for every commercial business expanding or building a new business <br />to appear before P & Z if there are tangible guidelines for the staff to <br />follow in reviewing the plans. <br /> <br />It was the consensus of the Commission that review of Commercial Site Plan/ <br />Building Design applications could be performed by Clayton Berg, Building <br />Official, at the staff level and that he could consult Engineer Raatikka <br />if necessary. <br /> <br />Ron West and John Hubbard are to meet with Clayton to discuss the type <br />of guidelines, etc., he will need in reviewing these cases. <br /> <br />Any persons who disagree with the Building Official's recommendations have <br />the right to appeal the decision to.the P & Z and/or City Council. <br /> <br />Planning & <br /> <br /> Regular Meeting <br />Zoning Commission - 10/1/79 <br /> --7-- <br /> <br /> <br />
