Engineer Raatikka stated that it appears that their drainage is flowing <br />onto another property. ~ <br /> <br />P & Z Commissioners recommendation is that they will have to solve the <br />drainage problem, combine lots or something and maintain the drainage on <br />their own property; pro¥ide place for emPloyee parking, marking the area; <br />provide place for parking heavy equipment, and obtain a variance on the <br />access road. <br /> <br />It was noted that Mary Realty owns the road they are using at present. <br /> <br />Motion by Chairman Peterson, seconded by Zimmerman to recommend to the <br />City Council that before a building permit is issued to Minnesota <br />Utilities for any construction that they have frontage on a dedicated <br />City street. <br /> <br />Motion carried. 5-0. <br /> <br />Art Dunn voted Naye because o£ the fact that there is already an existing <br />building on this parcel. <br /> <br />Ron West voted Naye because of the hardship, he feels even though different <br />persons own the property that this is creating undue hardship 'to require <br />Minnesota Utilities to obtain a variance to get a building permit. <br /> <br />LEISURE WHEELS - REQUEST'FOR'SIGM'PERMIT <br /> <br />Motion by Deemer, seconded by Hubbard to recommend approval of Leisure <br />Wheels Inc., request for a sign advertising the butane service providing: <br /> 1. They fill out the application and pay the fee <br /> 2. They move the sign at least fiYe feet off the right of way <br /> of Highway 10 <br /> 3. A variance be granted on the size of the sign, <br /> (this' s~gn is 16 feet over the aliowable size) <br />Motion carried. 7-0. <br /> <br />STEVEN WELSH SIGN'PERMIT REQUEST <br /> <br />Motion by Peterson, seconded by Dum_n to.recommend approval for a permit <br />for a free stsnding sign at 7445 Highway-10 as long as it conforms to the <br />ordinance and fees. <br /> <br />Motion carried. 7-0. <br /> <br />STEVENWELSH SITE'PLAN/DESIGN PLAN REVIE~ <br /> <br />Mr. Welsh was present to discuss his proposed addition to his building. <br />presented an informal sketch of the site. <br /> <br />He <br /> <br />A discussion was held. Regarding Engineer Raatikka's letter of review dated <br />9/4/79, Item No. 3, delete'the por6ion that refers to "sales". Regarding Item <br />No. 4, drainage of water appears to be to the railroad property and drainage <br />csn't go onto railroad property. Mr. Welsh has to show how he can retain water <br />on his own area or direct it to public property. He plans to install a 10 foot <br />privacy fence. The sewer is to be put in front of the facility. A discussion <br />held regarding whether his existing building is constructed on a floating slab <br />or with footings and the present building coderequires footings which may <br />create a problem with adding onto this building.
