Engineer Raatikka stated that it appears that their drainage is flowing onto another property. ~ P & Z Commissioners recommendation is that they will have to solve the drainage problem, combine lots or something and maintain the drainage on their own property; pro¥ide place for emPloyee parking, marking the area; provide place for parking heavy equipment, and obtain a variance on the access road. It was noted that Mary Realty owns the road they are using at present. Motion by Chairman Peterson, seconded by Zimmerman to recommend to the City Council that before a building permit is issued to Minnesota Utilities for any construction that they have frontage on a dedicated City street. Motion carried. 5-0. Art Dunn voted Naye because o£ the fact that there is already an existing building on this parcel. Ron West voted Naye because of the hardship, he feels even though different persons own the property that this is creating undue hardship 'to require Minnesota Utilities to obtain a variance to get a building permit. LEISURE WHEELS - REQUEST'FOR'SIGM'PERMIT Motion by Deemer, seconded by Hubbard to recommend approval of Leisure Wheels Inc., request for a sign advertising the butane service providing: 1. They fill out the application and pay the fee 2. They move the sign at least fiYe feet off the right of way of Highway 10 3. A variance be granted on the size of the sign, (this' s~gn is 16 feet over the aliowable size) Motion carried. 7-0. STEVEN WELSH SIGN'PERMIT REQUEST Motion by Peterson, seconded by Dum_n to.recommend approval for a permit for a free stsnding sign at 7445 Highway-10 as long as it conforms to the ordinance and fees. He A discussion was held. Regarding Engineer Raatikka's letter of review dated 9/4/79, Item No. 3, delete'the por6ion that refers to "sales". Regarding Item No. 4, drainage of water appears to be to the railroad property and drainage csn't go onto railroad property. Mr. Welsh has to show how he can retain water on his own area or direct it to public property. He plans to install a 10 foot privacy fence. The sewer is to be put in front of the facility. A discussion held regarding whether his existing building is constructed on a floating slab or with footings and the present building coderequires footings which may create a problem with adding onto this building.
