Mr. Marston said that :is a good point. The important thing to consider <br />is that what is neededl is to put a limitation on tampering with wetlands <br />until after a study has been done. After the study is done it may <br />indicate that we have ~ SUrplus of wetlands and it is not necessary <br />to save them all. ~ <br /> <br />The importance for wetlands is: 1. Waterfall <br /> 2. Storm water retention <br /> <br />and once the importance of these wetlands is identified it may be <br />possible to dredge or fill. <br /> <br />Regarding permits, the ibefore study situation and after study situation <br />should probably be treated differently and that was his intent. He <br />said this could be accomplished with the addition of a statement to <br />this section that befo~e a study is done there will be no permits issued <br />and no filling, dredgi~g Or draining will be done but after a study is <br />done any filling, dredging or draing can be done as long as it is in <br />accordance with the pl~. <br /> <br />The study should identify the streams and wetlands that are of <br />importance and will ca~cu!ate how much flow is coming off at the present <br />time and how much flow ~will be coming off when there is ultimate <br />development and figure lout the amount of flow or cubic feet of water <br />that would have to be Stored in various wetland areas or channeled <br />down the various stream, s and figure out the capacity for various <br />wetlands. <br /> <br />John Hubbard questione~ what is meant by free standing water. <br /> <br />Dexter Marston said th~ one acre or more parcels are the onces <br />to protect and that they have to meet a certain set of criteria. <br /> <br />Discussion was held onthe DNR sample ordinances etc. <br /> <br />Mr. M~rston explained that those ordinances deal with streams, rivers, <br />brooks, lakes and these are included in "Land Use" studies because the <br />implication of those sthdies are basically for land use. Lakes should be <br />a point of discussion in the "Environmental Section". The Shoreline <br />Management Act which affects the land use will be in the "Land Use" <br />section. ~ <br /> <br />Mr. Deemer stated he is concerned about creating contraditory portions <br />of the ordinance that it Will be too complicated and ordinances will <br />be overlapping and take! an attorney to interpret them. <br /> <br />Mr. Marston said that the concerns are covered in different sections of <br />the ordinance for different reasons. <br /> <br />Mr. ~arston reviewed the Slopes Map and stated regarding slopes that the <br />thing about these provisions and standards is will they be appropriate <br />to come to grips with existing and protection problems. <br /> <br /> <br />
