Soil Limitation Map. The dark areas on the map indicate limitations .for
private sewer systems.

Discussion was held concerning the statements that any private sewer
system absolutely cannot be used in certain areas.

Art Dunn said it could lbe clarified by stating "Conventional" sewer
systems can't be used.

Mr. Jim Martin, owner 0~f land in critical river area, said he feels there
should be some "hole" left in the ordinance regarding this issue be muse
he feels there is a discrepancy in the soil survey.

Mr. Deemer also takes issue with the accuracy of this map in that the
areas shown are larger ~than they actually are.

Art Dunn expressed concern with these maps being sent to the Metro
Council that show areas unsuitable for one reason or another when in
fact there are areas within these areas that are suitable.

Mr. Marston said he recognized there is a problem with the maps but
rather than throw them !out he would write something into the report
that it is for general purposes only and is not bo be used to determine
if the soil can support septic systems.

A general discussion was held.

Mr. Marston said he woUld add an introduction in the report to the affect
describing mapping process and limitations and a qualifying statement
added in the introduction.

Section on Woodlands - Woodlands Map.

Mr. Marston stated that the regulations protect trees during the development
process and don't deal with trees lost through natural disasters etc.
There is a need to look at perpetuating a healthy tree stock in the future.

Art Dunn took issue with Page 8, 4th line from the bottom of page,
regarding restricting cutting of trees, he feels if someone wants to
cut down a tree they should be allowed to do so and he doesn't feel that
any person woUld wantonly cut down trees.

Administrator Schnelle gaid he feels the ordinance has to allow for
common sense and allow for cutting diseased trees etc., but still protect
the trees.

Mr. Dunn questioned thenecessity of a permit to cut a tree.

Mr. Marston felt permit~ Should be required for tree cutting along
the Rum and MississippiiRivers but not necessarily the entire City.

Kathy Schneider feels that is someone living on a lake wants to clear
their property for view. or whatever, this doesn't bother her, it is up
to different people's opinions as to what they desire to see.

Bruce Bacon, City Tree Inspector, was present and spoke regarding the
