Staff does believe sufficient justification and <br />funding is available to implement this option. However, if this is something the City has interested in pursuing, <br />staff would recommend it be discussed in closed session —for the sake of an effective negotiation process. It <br />is likely the City could lease this property back to Pearson Properties for farming until it is developed —which <br />would keep it on the tax rolls, and may generate some revenue. <br />(3) EXPAND BUSINESS PARK ON HAGEMAN <br />HOLDINGS PROPERTY <br />Hageman Holdings owns an 86 acre "school site" <br />located just north of the proposed business park <br />(north side of Bunker Lake Boulevard). Hageman <br />Holdings has indicated they may not need the entire <br />86 acres for a future school campus —there may be <br />40-50 acres available to be converted to business park <br />zoning. Although Hageman Holdings has indicated a <br />willingness to pursue this option, they cannot commit <br />to this option until a deal is signed with a school. That <br />timeline is highly variable —could be this year (i.e. <br />PACT), could be 10 years out. Additionally, it's <br />unknown how much land will be leftover/ available <br />for the business park. <br />Staff believes this is a viable and worthwhile option to <br />purse. However, due to the various uncertainties, <br />especially timing, this option is not available today. <br />This is an option staff will continue to monitor moving <br />forward. <br />(4) SUBDIVIDE PEARSON PROPERTY, PARTIALLY <br />USE FOR BUSINESS PARK <br />Pearson Properties is willing to subdivide their parcel, <br />and leave portion for the purpose of a business park. <br />Pearson Properties would be most interested in <br />letting the southern portion of their property, near <br />the BNSF railroad, remain business park. The <br />remaining portion of the Person Properties parcel <br />would be guided for residential. <br />This option is an attempt from Pearson Properties to <br />find a reasonable solution that can help both the City <br />and Pearson Properties achieve their goals. Pearson <br />Properties has indicated a strong desire to work with <br />the City. <br />Staff does not believe this specific option is ideal for <br />the City for same reasons outlined in option #1. Staff <br />believes the City would be better off pursuing option ■►` <br />#2 or #3. From a land use perspective, staff would be concerned with setbacks/ transitions from industrial to <br />residential.
