TITLE <br />EscRow # <br />N/A <br />DEPARTMENT: <br />Community Development: Planning Division (Zoning Code) <br />TECHNICAL REVIEWER: <br />Name: Eric Maass, <br />Phone: 763-433-4306 <br />Email: EMaass@wsbeng.com <br />Planning Consultant <br />General: The purpose of this file is to review a request for an amended conditional use permit and the Site Plan for an expansion <br />of surface parking area related to motor vehicle sales. <br />Applications & Assumptions: Conditional Use Permit Amendment <br />This case is being reviewed per City Code Section 117-51 entitled Conditional Use Permits, City Code Section 117-115 B-2 <br />Highway Business District, and City Code Section 117-356 Commercial and Industrial Development off-street parking. <br />Zoning: The Property is currently zoned as B-2 Highway Business District. This zoning designation allows for the operation of <br />motor vehicle sales and service through the issuance of a conditional use permit. <br />Dimensional Standards: <br />Parking Space and Drive Aisle Dimension Requirements <br />90 degree <br />60 degree <br />45 degree <br />Stall Width <br />9 feet <br />9 feet <br />9 feet <br />Stall Depth <br />18 feet <br />17 feet <br />17 feet <br />Aisle Width <br />24 feet <br />17 feet <br />11 feet <br />Setback from R-O-W <br />20 feet <br />20 feet <br />20 feet <br />Required Parking: For auto sales lots, there shall be one (1) parking space for each ten (10) autos displayed. <br />Site Plan Review Comments: As currently proposed, the site layout shows a total of 173 parking stalls. Of the 173 stalls it is <br />indicated that 17 of them are designated for customers, and 156 for autos. <br />90 degree parking: 142 of the 159 parking stall oriented at a 90 degree angle do not meet the 9' minimum width required <br />by City Code and sixteen (16) of the 159 90 degree stalls do not appear to meet the minimum depth <br />requirement of eighteen (18) feet. Finally, there are several rows of proposed stalls that are not served <br />by or adjacent to a drive -aisle. Parking stalls may not be double -stacked or triple -stacked. These stalls <br />will need to be revised to meet the 9' width, 18' depth, and 24' aisle width standards. All stalls must be served by a <br />drive aisle. <br />45 degree parking: 17 of the 17 parking stalls oriented at a 45 degree angle do not meet the 9' minimum width required <br />by City Code. These stalls will need to be revised to meet the 9' width requirement per City Code. <br />Parking Alignment/Layout: There is a conflict area between the 45 degree parking stalls and 90 degree parking stalls <br />along the property line parallel to Riverdale Drive NW where the two do not meet their respective <br />aisle width requirements. The overall parking layout has several pinch points where a turning movement could not <br />be executed and need revision. Additionally, the layout of parking stalls will need to be revised to ensure that each stall <br />has is served by a drive -aisle and that all proposed parking spaces meet the minimum dimensional standards. <br />Parking Lot Landscaping: Parking areas require overstory tree plantings to shade parking surfaces and provide visual relief. <br />For every ten (10) parking stalls added, one (1) overstory tree shall be installed either internal to the parking lot or directly <br />adjacent to the lot.
