Revised Preliminary Plat and Preliminary Site Plan Review: Ramsey Town Center 6th Addition
July 3, 2007
Revised: July 19, 2007
15. Sewer and Water Trunk Fees: The 2007 Sewer and Water Trunk fees are $3,144.00 per
unit. As was previously approved for the 6th Addition, trunk fees may continue to be paid at
the time of building permit issuance. The fee in effect at that time will be required.
16. Other Permits. The Developer is responsible for obtaining any and all permits required
from other regulatory agencies.
17. Townhouse Design/Architectural Standards: The development is proposed to consist of
all rowhouse-type units, similar to those already approved as part of Ramsey Town Center 2nd
Addition. Elevations of the proposed buildings, identifying exterior treatment of materials
and colors have been submitted. Staff previously recommended that some minor revisions be
made to the submitted elevations, particularly in re_ard to the middle units; this
recommendation was affirmed by the Planning Com is - Based on your meeting with
6.
staff, please submit an additional revision to respondqlQ . mment.
At the Planning Commission meeting a question was raised about the amount of brick
required. The Town Center Development Guidelines call for a minimum35% brick, unless
the design is enhanced through other details such as articulatioi1i e, of or facade, color
changes, or material changes. The elevations do not includ " t feast 35% brick, but Staff
believes that enough other details are included to satisfy t rement.
City Code calls out for a sie fi]view of all Town Center plans by the RTC Review
Board, of which City Staff is a majority. Several of the Board members are no longer
available to serve on the Committee, and so City Staff is incorporating the separate Board
review process into the regular inter-departuree pl review process.
s:
18. Off -Street Parking Requirements/Dr` he TC-4 District requires 2 off-street
parking spaces for each unit; eac own driveway and 2-car garage, thus satisfying
this requirement. All driveways al ee the 20-foot minimum length requirement. Parking
is permitted on the adjacent streets.
19. Landscaping: The landscaping plan is generally acceptable with the following comments:
• Both white pine and black hills spruce, which are shown around and within the margins
of the rain garden, are better suited for dry sites. Alternative species that are adaptable to
both dry and wet sites, such as white spruce, balsam fir, and/or American larch, should be
considered.
• Location of street trees may need to be adjusted at time of installation to ensure that
proper sight distances at intersections are maintained and that there is adequate spacing
between trees and hydrants (at least 15 feet).
20. Ground Cover/Irrigation: The development is required to establish sod in all areas not
improved with structures or pavement. An irrigation system will need to be provided
throughout the development where sodded and landscaped areas will be established. Any
irrigation systems will need to be reviewed and approved by the City Engineer.
