the pump. Utility Supervisor Nelson stated a variable frequency drive was added to control the
flow to 850 gallons/minute without closing a valve. Variable frequency drives also creates a soft
start and shut down function and reduces electricity use.
Chairperson Riley asked if there are well pumps that can be increased to produce more water.
Utility Supervisor Nelson stated that could be done but then staff would have to do some
sampling to assure sand is not also being pumped. He invited the Committee to stop by to tour
the water towers.
City Engineer Westby stated it was mentioned that only one well has a fixed generator and asked
how many mobile generators the City has.
Utility Supervisor Nelson stated the City has one portable generator that is used for lift stations
only as it cannot power a well. The CIP includes an additional generator for Well #2 (estimated
cost of $150,000) and it could also run Well #3. He stated normal demand could be met with
two generators. Utility Supervisor Nelson reviewed the opportunity for mutual aid support with
the City of Anoka.
The Committee thanked Utility Supervisor Nelson for the informative update.
Informational; no action required.
5.02: Staff Updates on Improvement Projects / Items of Interest
City Engineer Westby stated at the last meeting staff was asked to provide more regular updates.
He referenced the staff report that listed the most high profile City projects and provided updates
on the Highway 10/County Road 83/Armstrong Boulevard interchange with project completion
expected in late May; preparation of the Business Park 95 Regional Stormwater Pond
Improvements plans with construction expected this summer/fall; progress made with the Andrie
Street and 164th Lane reconstruction plans with construction expected to begin early June and
completion in October; and the 2016 Mill and Overlay Project, which was scaled back in
consideration of Anoka County's pavement maintenance project on Bunker Lake Boulevard
between Ramsey Boulevard and Basalt Street, with construction to begin early August and
completion mid -September. With the overlay project, he explained that the Council will need to
consider whether to assess only a few of the properties on Sunwood Drive.
Chairperson Riley noted that last year, the City assessed some properties for an overlay project
and asked if those assessment amounts would be a reasonable target amount for the 2016 overlay
proj ect.
City Engineer Westby stated that can be used as a target but staff will have to consider average
driveway spacing and future overlay projects to assure consistency. He continued presenting the
staff report noting the 2016 Sealcoat Project will start construction early July and completion in
August.
Public Works Committee / March 15, 2016
