Page 6 <br />Regular Planning & Zoning Meeting <br />June 4, 1979 <br /> <br />A discussion was held concerr~ing an easement for a future service road along <br />Highway 10. <br /> <br />It was the consensus of the P & Z Conmissi°n to have the easement provided for on the <br />rear of the property next to the railroad tracks. The Conmission also told Mr. <br />Greenberg that he should submit a landscaping plan. <br /> <br />Chairman Peterson askad Mr. Greenberg what his timetable for completion is. <br /> <br />Mr. Greenberg replied that he originally hoped to 'have this completed by June 1, 1979 <br />and he thought this was all approved last Fall and that the contractor has the <br />working plans. He explained his problem with the junked - wrecked cars parked <br />on his property. He legally cannot get rid of them until he files for abandormmnt <br />and sometimes this can be a lengthy process. <br /> <br />Kathy Schneider said those cars would have to be screened so that they could <br />not be seen. <br /> <br />Mr. Greenberg agreed to put up a fence for screening the junk cars. <br /> <br />Art Dunn told him that anytimm the cars are visible that he would have to put <br />up more fencing~ <br /> <br />Consensus of the Conmission is that all materials such as junk cars, cars <br />waiting for body work, tires,' junk parts must all be screened properly. <br /> <br />Kathy Schneider added that the Portion along County Road 57 has been <br />the most offensive. <br /> <br />Item No. 5 CRITICAL RIVERS ORDINANCE <br /> <br />Mr. Tom Lutjen and Mr. Swenson from the Departnmnt of Natural Resources were <br />present in the audience. <br /> <br />~r. Lutjens stated that the DNR wants to make sure that the Critical Area policy <br />meets their minimum standards'. He said that it looks good and that this is the <br />first time they have had a chance to see it. He noted that the DNR has to sign off <br />on these through a Letter of Understanding so it is ~mportant that the City and the <br />DNR work together on this. <br /> <br />Chairman Ken Peterson asked him if he is aware of the proposed 2~ acre lot size. <br /> <br />Mr. Lutjen said that this is just fine with the DNR. <br /> <br />Attorney Goodrich had three n~jOr questions regarding the ordinance that he <br />needed answers on. <br /> <br />1) Critical River Ordinance to be for critical river area only or entire city. <br /> <br />Opinion of the P & Z Conm~ssiOn is the ordinances be adopted for the entire City <br />with the. exception of those that dealt specifically with the river. <br /> <br /> <br />
