P & Z -2- <br />5/21/79 <br /> <br />William Proft regarding Home Occupation Permit <br /> <br />Mr. Proft explained that he is hoping to only do enough work to allow the <br />area businessmen to know of his service to allow for some retirement income <br />in the future. Mr. Proft stated that his work is truck lettering, door and <br />window lettering and signs such as real estate, and election candidates ect. <br /> <br />Art Dunn asked how much room he would need for the supplies, and if there would <br />be disposal of wastes? Mr. Proft indicated that with attic space available <br />plus the amount of supplies being small, there would be adequate inside storage, <br />but if necessary he couldlhave a shed for lawn items. Mr. Proft mentioned that <br />he goes off the property for 90% of his business and that he does not do silk <br />screening so there is very little waste. He mentioned using latex paints. <br />John Hubbard asked if at his other location the fire marshall required anything <br />special due to flameable products? Mr. Proft explained that at the most he would <br />have a gallon can of terpentine and a gallon of mineral spirits. <br /> <br />Motion by Ben Deemer, seconded by Gerry Zimmerman to recommend to the City Council <br />to allow a C.U.P to Mr. William Proft for a home occupation permit to operate a <br />sign business in a double garage at 8964 Hwy 10N.W. with Councils attention directed <br />to sections 170.014 E(3) and 170.015J referring to exterior signs and storage. <br />Motion carried 7-0. It was the consensus of the Commission that this would be <br />similar to the the type of business being carried on at the location for the last <br />six years and would not cause any internal neighborhood traffic due to the location <br />on Hwy #10. <br /> <br />Pondvale Estates Preliminary Plat <br /> <br />Mr. Kytonen was present to discuss the plat, and Mr. Peter Raatikka reviewed <br />his engineer's letter with the Commission. Mr. Ed Walsh from Flourine Street <br />asked if the DNR has been informed of the plat? Mr. Deemer stated that they had <br />and that the pond had been declared non-public waters. The letter from the DNR <br />was shown to Mr. Walsh. In regards to the variance request for the soil testing, <br />John Hubbard pointed out that it is good practice to know what you are working <br />with and if necessary retable borings after the fill is completed. A brief dis- <br />cussion followed regarding'the soil borings. <br /> <br />Kathy Schneider asked if they had a definite committment from the property <br />owner adjacant to the outl0t regarding purchase. When it was stated that <br />nothing definite had been Worked out there was a suggestion from the Commission <br />that they work out the drainage easement at the same time. There was discussion <br />regarding the paving of 149th lane and Circle. It was noted that there was <br />a stretch of road that the~developer'did not control, and also a section where <br />he would be liable for only half the street. It was the consensus of the <br />Commission that the Turn around be paved, however, the rest of the road would <br />have to be divided between the benefitting property owners when paved. <br />Also, it waspointed out that there would have to be some plan showing proposed <br />location of actual building lots keeping in the mind the density factor of <br />of one building site per acre. In regards to the cul-de-sac it was discussed <br />that this would actually be providing a turnaround for an existing dead end <br />street. <br /> <br />Motion by Art Dunn, seconded by Gerry Zimmerman to recommend to the City <br />Council to grant approval Of the Preliminary Plan for Pondvale Estates <br />subject to the following: <br /> <br /> <br />
