5/21/79 Pondvale .motion ~n't. 1.)Drainage and drainage 9asements along with ponding areas be resolved. 2.)A performance Bond/development contract be signed prior to lot grading to ensure adequate elevation. 3.)Temporary Turnaround at end of Helium Street be provided. 4.)Variance be granted to'allow a cul-de-sac longer than 600 feet since this is providing a turnaround for an existing dead end street, and the developer does not control entire lenght. 5.)Street names conform to existing city street names. 6.)Variance be granted on article 170.038H of City Code requiring inspection and evaluation of lots by City Plumbing inspector. 7.)Disposition of Outlot A be resolved. 8.)Payment of Park Fee. 9.)Plan showing actual building sites be submitted. !0.)Variance request for soils tests be denied. ll.)Curve at intersection of 149th lane and 150th Curve be designed with 100 foot radius. 12.)Restrictive covenants be included with plat if not in violation of City ordinances. Motion Carried 6-0. Ben Deemer abstained. Menkveld's Pine Hills North Mr. Raatikka reviewed his engineer's report with the Commission with discussion. Motion by Kathy Schneider, lseconded by Ron West to recommend to the City Council to grant approval of Menkveld's Pine Hills North Preliminary Plat subject to the following : 1.) Variances be granted to lots 1 & 2 to allow lots deficient in width. 2.)Variance be granted regarding providing soil data. 3o)Developer comply with Article 170.038H of the City Code requiring evaluation of lots proposed for individual~w~a~reatment systems bY the Plumbing inspector. 4.)Variance be granted to article 170.04 (4) of the Code for lot 2 which does not meet the 25% requirement for contiguous Class I land. 5.)Developer conform with the recommendations #4,5, &6 of the engineers letter of 5/21/79.(Profile & width of existing street along with transition to proposed street, grading plan, resubdivision plan, payment of park fee.) Motion carried 7-0. Site Plan and Design review of Commercial, Industrial and M.B. Discussion of this item with the consensus of the Commission to appoint a sub- committe consisting of Ron West as Chairmam, John Hubbard, Ben Deemer, Art Dunn to work with the City attorney and consulting ordinances of other cities for presentation to the entire Con~nission at the July 2nd meeting. Also consulted will be Engineer Raatikka. To be considered will be defining two types of zoning such as "light & heavy". Kathy Schneider left 10.25P.M. Lot Size in Commercial & Industrial area Consensus of the Commission to leave as is until report in July from the Committee researching site plan reviewal. Citizen's Input Due to the problem of prolonging meetings by having Citizen's Input in the beginning and then in most Cases adding them to the .agenda there was discussion of this. Motion by Ben Deemer, seconded by Gerry Zimmerman to move the Citizen's input portion for the meeting to the last item~ Motion carried 6-0. with a five minute limit.
