Craig Pladson - self service carwash <br />Gerry Zimmerman and Ben ~eemer expressed their doubts that this type of <br />service could be financially feasible without City services. <br />Art Dunn explained that he had looked at one in East Bethel and it had <br />become so complicated it had never gone through. After discussion it <br />was the consensus of the Commission that they would like to see such a <br />service in the City but not at that location. He was advised that he <br />would have to present a detailed report on the septic system that would <br />be used. <br />Mr. Aydt was also present.t~ ask about a 40x60 block building and was <br />advised that due to it bezn~an expansion of a non-conforming use he would <br />have to go to the board of ~djustment. <br /> <br />One final comment in regards to the carwash was whether or not the area <br />could support such a business. <br /> <br />Item 9. Critical Rivers Policies <br /> <br />After review of the policies of the plan theme was a Motion by Art Dunn, <br />seconded by Gerry Zimmerman to recommend to the Council to accept the C.R. area only <br />policies as written on Apmil 2nd , 1979 with the following corrections <br />or exceptions: <br />Environmental- #8 should read: ON-SITE ABSORPTION SYSTEMS WHERE PERMITTED, <br />MUST MEET OR EXCEED THE MINIMUM DESIGN AND CONSTRUCTION STANDARDS SPECIFIED <br />IN WPC-40. <br /> #12 &13 to be conbined into one statement. <br /> <br />Land Use Policies- #4 should be deleted.-~ <br /> #10 add the following: as long as sanitary, dimensional and <br />floodplain requirements are met in so far as practical. <br />#10 be tabled pending final approval from Commission <br />Public Facilities- # 3 should read: Natural screening must be provided... <br /> #10 policy deleted. <br />Motion carried 7-0. <br />Discussion of how to handle the policy regarding downzoning followed with the <br />consensus of the Commission being that %here at least be downzoning if <br />necessary to prevent commercial or industrial right at the River bank.
