P&Z-l- March 8, 1979 Planning & Zoning City of Ramsey County of Anoka State of Minnesota A special meeting of the Ramsey City Planning & Zoning Commission was held on March 8, 1979 at Ramsey City Municipal Center, 15153 Nowthen Blvd. N.W. Meeting was called to order by Chairman Ken Peterson at 7:05 p.m. with the followin§ in attendance: Gerry Zimmerman Ken Peterson A1 Sorteberg Art Dunn Kathy Schneider Brad Bodle Al so present: Lloyd Schnelle, City Adm. Peter Raatikka, City Eng. Chairman Ken Peterson explained that this was a special meeting to consider' the revised preliminary plat for Flintwood Hills II, and asked Mr. Carson to point out th~ rev'isio'n~'. Art Dunn asked if they planned on filling Building sites only? Mr. Carson stated hopefully not, that they would try for uniform grade, and will provide the information needed prior to final plat approval. Ken Peterson asked what their intentions regarding streets were. Mr. Carson stated that since he figures it will be five years minimum before sewer, that they would be blacktopping the streets now. Peter Ra~tikka explained that the type of street would be suburban bituminous. Art Dunn stated that he ha~,d some serious concerns and questions which he felt would have to be examined.~ The First point was in regards to protecting the woodlands, and Carson stated that he plans on leaving as many trees as possible, and providing fill similar to that already on the site. Art Dunn questioned the fill stripping since he felt it would create an errorsion problem, and Mr. Carson stated that he had no"!. problem with seeding those areas to stabilize the soils. Art Dunn and Mr. Carson discussed the proceedure for filling, and Carson explained how they would sSrip and stockpile the top soils before filling to allow replacement later. Art Dunn also suggested that enough of the lot be filled to provide a second, system in case of first system failure. Mr. Carson explained that he felt his~systems of a 1250 gallon tank plus 650 of dYainfield was sufficient, and that this would be too stringent a requirement. Art stated that he was concerned that~the homeowner would be faced with enormance cost later to fill an area if the first system failed. Brad Bodle stated that he felt we were getting off on the wrong track, and if the first system is put in correctly and maintained there should not be the need for the second. Mr. Larry Koshak stated that the best they Could do would be to meet code, and Peter Raatikka interrupted the code to mean they would not have to provide any additional area, but that 50% of the soils must be first class including setbacks. Mr. Carson asked if they could meet required area, and Mr. Raatikka stated that each lot would have to be studied. 'Brad Bodle asked if each system wouldn't have to con- form at time of inspection~anyways. Mr. Raatikka explained that there were a few other areas which needed to be discussed. Several lots were still defiecient in size, and Mr. Carson explained that with the exception of Lot 6, Block 6, he felt these lots could be corrected. Also pointed out was the p~oblem still existing from Flintwood I regarding drainage. Discussion abou~ correcting this was held, and ditching it to Flint- wood II mentioned.
