P&Z-1- <br />2/2~Y/79 <br /> <br /> & Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A continuation of the February 5, 1979 Regular Planning & Zoning Cormzission <br />was held on Febz~mry 20, 1~979 at Ramsey 'City Municipal Center, 15153 Nowthen <br />Blvd. N.W. with the following in attendance: <br /> <br />Kenneth Peterson <br />Kathy Schneider <br />Brad Bodle <br /> <br />~1 Sorteberg <br />Art Dunn <br /> <br />Also present: <br />Lloyd Schnelle, <br />Peter Raatikka, <br /> <br />City Adm, <br />City Eng, <br /> <br />Critical Rivers <br />Dexter Marston was presentl to go over the policy statements pertaining to the <br />Public Facilities Section of the Plan. <br /> <br />Art Dunn suggested that Policy#1 include language to cover acquiring scenic <br />easements along bluff linel in all areas. Dexter Marston agreed that this <br />would be a valid idea. <br /> <br />In regards to policy#2 Pertaining to trail systems, Ken Peterson asked how <br />we would reach agreenmntwith developers. Dexter Marston stated that the <br />subdivision ordinance sho~idhave the language, plus the trail system should <br />be specifically stated in the Comprehensive Plan. <br />Peter Raatikkaquestionedwhowould pay for the trail system. Dexter Marston <br />explained that inmost cases, the City would acquire right of way at platting <br />time as dedication, and pay cost of construction themselves, with the possibility <br />of grant monieso <br /> <br />Art limn asked about reconmendedwidth, Peter Raatikka suggested six feet, <br />and Dexter }.i~rston stated that six feet minimum for bike path and 10 feet <br />for a combined pedestrian ~and bike path. The consensus of the Cor~nission <br />was that the report should 'make reference to a right-of-waywidth, and Dexter <br />Marston stated that he woUld check into this. <br /> <br />John Lichter from the P & R Conmission questioned the wording "shall be bitum- <br />inous'' and it was the consensus of the Comnission that this policy should be <br />reworded, to allow flexibi~ty. <br /> <br />Mr. James, 275 Yoho Drive was present in regards to the Shenkproperty, <br />and asked the required setbacks & setback figures. There was discussion in <br />regards to the fact that with 2.5 acre lots and 200 feet frontage, the lots <br />v~uld be extremely deep, and unless path ran through the property, they would <br />be quite a distance from theriver. <br /> <br />In regards to #6 referring to a collector street south of Hwy#10, it was pointed <br />out that the wordingused Was "iovestigate" since as Art Dunn suggested that <br />there~ould not necessarily!be enough density to warrant such a street. <br /> <br />Mr. James asked if snowmobiles would be allowed on the trails, and Dexter <br />Mmrston stated that the plan addresses only non-motorized traffic. <br /> <br /> <br />
