P&Z <br />10/2/78 <br /> <br />Mr. Skeim stated "there need not be a copy of the covenant, only between <br />the buyer and seller. <br /> <br />Attorney Goodrich stated there is a conflict of City Zoning vs. Covenant, <br />due to the fact that accessory buildings are tabled at the present time. <br /> <br />City Administrator, Mr. Schnelle said, "A covenant must accompany the <br />sketch plan, so both can be acted on". <br /> <br />Motion by Art Dunn, Seconded by Gerald Zimmerman, a recommendation be made ' <br />to City Council that Mr. Skeim be allowed to continue his plan for accessory <br />buildings to be minimum 320 sq ft, Maximum not to exceed 1% of the size of <br />the lot. Ken Peterson directed question to Attorney Goodrich, to ammend the <br />comprehensive plan accordingly. <br /> <br />Mr. Anderson stated he has a transitional type of development, acting as a <br />buffer zone, to the commercial area. <br /> <br />John Berglund, Attorney for Mr. Anderson, felt the Clinic best as a buffer <br />as no residential home would be built across from Commercial Zoned property. <br /> <br />Art Braun, Admin of Coon Rapids Clinic, presented in the past, a plan to P & Z <br />as to where Medical buildings be developed. He wants the City to take a close <br />look. <br /> <br />Tom Anderson and Roger Austin felt they have followed procedure. <br /> <br />Jerry Zimmerman stated P & Z must prepare themselves for other types of rezoning. <br />Also, in creating a special zoning, to spell out what things are wanted. <br /> <br />Motion by Ron West and Seconded by A1 Sorteberg to stay with original motion <br />adopted at a Special Meeting of the Planning and Zoning Commission dated August <br />21, 1978. Plus adoption of finding of fact (which was presented by developer) <br />as follows except paragraph #7 (which read: That the proposed use and activities <br />are generally compatible with all other aspects of the comprehensive plan): <br /> <br />Finding of Fact <br /> <br />1. The proposed zoning change would tend to promote the location of highly <br />desirable and needed activities in the City, which are now lacking, to-wit, <br />a dental clinic; <br /> <br />2. The proposed location of this facility is such as would provide convenient <br />access to a significant portion of Ramsey citizens, without creating any <br />adverse traffic conditions or hazards; and is generally compatible with <br />the transportation portion of the Comprehensive Plan; <br /> <br /> <br />
