The proposed land use is adjacent to an existing commercial/service <br />site containing a bank, supermarket and upholstery shop, and would tend to <br />promote the concentrating of business activities in a single general area; <br /> <br />4. That the concentration of commercial and service activities in the <br />same general area is beneficial to the City in that numbers of trips are <br />reduced, "strip" development is discouraged and neighborhood identity <br />is reinforced; <br /> <br />5. That the Comprehensive Plan for the City of Ramsey, as amended, projects <br />the continuing location of commercial/service facilities at the intersection <br />of Trunk Highway 47 and 167th Avenue Northwest, which is adjacent to the <br />applicant's parcel; that accordingly, the proposed use is in general confor- <br />mance with the land use portions of the Comprehensive Plan; <br /> <br />6. That the proposed dental clinic utilizes and disposes of approximately <br />88% of the water utilized by a normal single-family dwelling; that accord- <br />ingly, on site sewage facilities will be adequate to accommodate the <br />proposed use, and no significant increased demand for samitary sewer service <br />will be resultant from the implementation of the proposed uses; that accord- <br />ingly, the proposed development is in general conformance with the develop- <br />ment chronology anticipated by the Comprehensive Plan; <br /> <br />Further recommend to the City Council that City staff prepare an ammendment <br />to the zoning ordinance creating a zone in which the only permitted use <br />shall be the applicants dental clinic and other professional type uses, all <br />located solely within the building which the applicant has proposed and <br />reviewed with the planning commission. And further that the rezoning is <br />conti§ent on the applicant and the city entering into a development contract <br />for the use of the property as a dental clinic and professional clinic <br />office type use only.
