Easley - Home Occupation <br /> <br />Motion by Gerald Zimmerman, seconded by Ron West to recommend to City Council <br />that a Conditional Use Permit be granted to Mr. Easley, 4910 - 179th Ave N.W., <br />to sell surveying equipmenl; for two years, out of his home. No sign shall be <br />erected on his property. Motion carried. <br /> Voting yes: Chrm Peterson, Sorteberg, West, Bodle, Zimmerman, Dunn <br />Faith Baptist Church - Conditional Use Permit <br /> <br />Attorney Goodrich presented Findings of Fact <br /> <br />1o Faith Baptist Church had authority to use a former single family dwelling <br />located at 15328 Hematite St N.W., Anoka, Mn , as a church in t975. <br /> <br />2. In 1975 the property located at 15328 Hematite St N.W., was in an R-1 district. <br /> <br />3. In 1975 the then Ramsey Zoning Ordinance provided that a church was a permitted <br />use in a residential zone. <br /> <br />4. Prior to the use and occupancy of the building at 15328 Hematite as a church, <br />Ramsey required certain structural and inside construction modifications in accord <br />with the state building code regulations. <br /> <br />5. In January, 1978 Ramsey.adopted a new zoning ordinance which provides that <br />a church is not a permitted use in the R-1 (Residential) district. <br /> <br />6. On August 10, 1978 the building located at 15328 Hematite St N.W., was sub- <br />stantially destroyed by a fire and does require reconstruction. <br /> <br />7. The property located at 15328 Hematite St N.W., continues to be located in <br />the R-1 Residential zone. <br /> <br />8. On August 16, 1978 Faith Baptist Church applied for a Conditional use permit <br />from Ramsey for the construction of a church building as well as reconstruction of <br />the original building on thesite to be used as a parsonage or in the alter- <br />native reconstruct the original building but increase its size and change its <br />design so as to be more church like in appearance. <br /> <br />9. The applicant's property located at 15328 Hematite St N.W., is 600 X 297' <br />in size and fronts on Hematite St N.W. <br /> <br />10. Ramsey's Zoning Code Chapter 170.01 provides amongst other things for (1) <br />non-conforming uses (170.014A) (2) minimum lot width 170.013 (1) (3) regulations <br />in the issuance of conditional use permits (170.016) <br /> <br />11. Pursuant to the requirement of Chapter 170.016 the Planning Commission held <br />a public hearing on September 5, 1978 with regard to First Baptist Church's <br />conditional use permit application which public hearing was duly advertised <br />and proper written notice was given. <br /> <br />12. Ramsey's engineer has reported on the soil conditions of the site which <br />report is incorporated herein as a finding of fact. <br /> <br />13. That the Churc~ exists on a dirt roadway (1/2 to 3/4 mile) ~u ~~ <br />14. 67% of membership is from Anoka-Ramsey area. <br /> <br /> <br />
