City Attorney Lange' stated there is no reason the contingency should not be included in the <br />motion. <br />Community Development Director Gladhill suggested that Council approval be based on the <br />contingency that this will not negatively impact the property to the south. <br />Motion by Councilmember Kuzma, seconded by Councilmember Williams, to adopt Resolution <br />#16-04-080 Vacating Drainage and Utility Easements on the Property Generally Known as <br />16520 Germanium St NW with the contingency that it does not negatively affect the septic <br />system of the neighboring property. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Williams, <br />LeTourneau, Riley, and Shryock. Voting No: None. COUNCIL BUSINESS <br />7.01: Consider Advisory Response to City of Anoka Regarding Site Plan Approval at <br />6058 Highway 10 NW for Relocation of Riverplace Counseling <br />Community Development Director Gladhill reviewed the staff report and recommendation that <br />the City Council forward the Site Plan concerns and public comment to the City of Anoka; that <br />the City Council not provide a recommendation on the use itself, as the City of Anoka has <br />jurisdiction over the land use application; and that the City Council forward the comments to the <br />DNR as well as it relates to the compliance with the Critical Area Overlay District. <br />Community Development Director Gladhill noted some comments were received after the <br />agenda was sent out. These comments were received at the meeting. <br />Community Development Director Gladhill pointed out this development has no plans for <br />sidewalks, and there is a lack of a pedestrian connection. There is a plan for a frontage road as <br />well as access to Kings Island. He said there are a lot of layers to this proposal, and Staff has <br />done its best to pass on the comments and concerns of the residents of Ramsey. There are <br />concerns regarding police response, and staff does have a request in to get updated information <br />on police calls. There has not been a chance to connect with Anoka's police team.
