APPROVE AGENDA <br />City Administrator Ulrich noted that staff is requesting to remove Item 7.03, Consider Adopting <br />Resolution #16-04-062 Approving a Joint Powers Agreement with the City of Anoka for <br />Sanitary Sewer, from the agenda noting that the cities will be hosting a joint public meeting for <br />the residents in that area and it has been decided that the public meeting should take place prior <br />to the consideration of this item. <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to approve the <br />agenda as amended. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, Johns, <br />Riley, and Williams. Voting No: None. Absent: Councilmember Shryock. <br />6. PUBLIC HEARING <br />6.01: Public Hearing to Consider an Application for Off -Sale Intoxicating Liquor <br />License; Case of Rum River Liquors —14107 St. Francis Boulevard NW <br />Presentation <br />City Clerk Thieling reviewed the staff report and recommendation to approve the off -sale <br />intoxicating liquor license for Yayin Gadol, LLC dba Rum River Liquors. <br />David Halper, one of the business partners, introduced himself noting that he currently owns five <br />other liquor stores and is excited to begin at this location. <br />Public Hearing <br />City Council / April 12, 2016 <br />Page 5 of 13 <br />
