Mayor Strommen called the public hearing to order at 7:27 p.m. <br />Citizen Input <br />There was none. <br />Motion by Councilmember Johns, seconded by Councilmember Kuzma, to close the public. <br />hearing. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Johns, Kuzma, LeTourneau, <br />Riley, and Williams. Voting No: None. Absent: Councilmember Shryock. <br />The public hearing was closed at 7:27 p.m. <br />Council Business <br />Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to approve an off - <br />sale intoxicating liquor license application for Yayin Gadol, LLC dba Rum River Liquors. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, <br />and Williams. Voting No: None. Abstained: Councilmember Riley. Absent: Councilmember <br />Shryock. <br />6.02: Public Hearing to Consider Adoption of Resolution #16-04-060 Ordering Plans and <br />Specifications for Improvement Project #16-00, Division B; 2016 Mill and Overlay <br />Improvements <br />Presentation <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #16- <br />04-060 ordering plans and specifications for Improvement Project #16-00, Division B; 2016 Mill - <br />and Overlay Improvements. He read aloud the email he received earlier today from a resident <br />requesting that their comments be entered into the public record in which the resident suggested <br />that the assessment be expanded past the three benefiting properties to include more of the <br />businesses and service providers in the area that benefit from the portion of Sunwood Drive. He <br />stated that the City is proposing to only assess those with driveways on the roadway, consistent <br />with the City policy. <br />Councilmember Riley stated that at least 75 percent of the project cost is being assessed across <br />the entire City. <br />City Engineer Westby stated that he replied to the email providing details on the assessment <br />policy of the City and explaining that beyond the 25 percent of the project cost which is assessed <br />to benefiting property owners and the remaining cost is paid by the City, which is a shared cost <br />among all the residents. <br />City Council / April 12, 2016 <br />Page6of13 <br />
