Public Hearing <br />Mayor Strommen called the public hearing to order at 7:40 p.m. <br />Citizen Input <br />There was none. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to close the public <br />hearing. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, <br />Riley, and Williams. Voting No: None. <br />The public hearing was closed at 7:40 p.m. <br />Council Business <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to adopt Resolution <br />#16-04-060 Ordering Plans and Specifications for Improvement Project #16-00, Division B; <br />2016 Mill and Overlay Improvements. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Riley, Johns, <br />LeTourneau, and Williams. Voting No: None. Absent: Councilmember Shryock. <br />7. COUNCIL BUSINESS <br />7.01: Consider Adopting Resolution #16-04-061 Approving Plans and Specifications and <br />Authorizing Bids for Improvement Project #16-00, Division C; Andrie Street and <br />164th Lane Reconstruction <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #16- <br />04-061 approving plans and specifications and authorizing advertisement for bids for <br />Improvement Project #16-00, Division C; Andrie Street and 164th Lane Reconstruction. He <br />noted that staff has a draft easement agreement that is being reviewed by the Homeowners <br />Association (HOA) in regard to a trail that was mentioned and discussed at the last review by the <br />Council. He stated that staff will be meeting Mr. Kingston, who represents the HOA, to walk the <br />proposed trail path and agree upon an easement alignment. He hoped to have the easement <br />agreement in hand when the project comes back before the Council in May. <br />Councilmember Kuzma asked if an assessment would be done to determine if the appropriate <br />level of benefit is being assessed to property owners. <br />City Engineer Westby confirmed that a special benefit consultation report will be completed <br />prior to and available for the assessment hearing on October 11 th <br />City Council / April 12, 2016 <br />Page 7 of 13 <br />
