Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to Adopt <br />Resolution #16-04-061 Approving Plans and Specifications and Authorizing Advertisement for <br />Bids for Improvement Project #16-00, Division C; Andrie Street and 164th Lane Reconstruction. <br />Further discussion: Councilmember LeTourneau stated that he takes a lot of pride in how this <br />process went, noting that awesome feedback and robust discussion arose from the public <br />meeting, which provided a great outcome for this project. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, Johns, <br />Riley, and Williams. Voting No: None. Absent: Councilmember Shryock. <br />7.02: Consider Purmort Purchase Agreement for OUTLOT F of Ramsey Town Center 8th <br />Addition (Portions May be Closed to the Public) <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />recommendation to authorize staff to execute a Purchase Agreement with Purmort Homes, Inc. <br />for OUTLOT F of Ramsey Town Center 8th Addition; as outlined in the staff report subject to the <br />review and approval of the City Attorney. <br />Councilmember Williams stated that the EDA is supportive of the proposal and is eager to see <br />more households added to the City. She stated that the EDA is aware of the challenges and <br />marketing challenges of this parcel. <br />Councilmember LeTourneau suggested that the Council discuss this in open session and can <br />move to closed session if needed. <br />Councilmember Kuzma stated that he does not support selling this parcel at this price as it would <br />set a poor precedent and he would rather hold the parcel than move forward with this offer. <br />Councilmember Riley provided background on this case noting that this case exemplifies the fact <br />that the City should not act as a developer. He stated that the decision that the City had to make <br />on this parcel was whether to lose a little money or a lot of money on this parcel and had decided <br />to lose a little money. He stated that the City has found a developer that is willing to take on the <br />challenges of this site and believed that this is a market rate for this site because of the <br />challenges. He acknowledged that this is a low price but will have the benefit of developer <br />charges and will add use to the site that has a lot of challenges to it and will ultimately add - <br />residents to Ramsey. <br />City Administrator Ulrich noted that this would not be a typical land sale as the developer has <br />indicated that they will be investing $37,000 into each and every lot to prepare the lots for <br />development with the soil corrections and infrastructure that will be needed. <br />Councilmember Williams echoed the comments of City Administrator Ulrich noting that this <br />route would place zero risk on the City and would place that risk on the developer, which has a <br />proven record in the City and would bring additional households into the community and onto <br />the tax rolls. <br />City Council / April 12, 2016 <br />Page 8 of 13 <br />
