Mayor Strommen stated that the history of the parcel is important as there is a huge burden on <br />the City with this parcel and will shift that burden onto the developer to correct the site and <br />prepare for development. She did not believe that this case would set precedent because of the <br />unique development challenges on this site. She did not believe that it would be worth the <br />investment of time to renegotiate for a higher purchase price and therefore would support the <br />purchase as proposed. <br />Councilmember Riley stated that the City does have a policy or standard practice that the City <br />shares in the closing costs and would like that language to be added. <br />Mayor Strommen asked if the purchase agreement reflects that language. <br />Asst. City Administrator/Economic Development Manager Brama stated that the purchase <br />agreement reflects the City policy to share the closing costs at a rate of 50/50. <br />Councilmember Kuzma stated that he still believes that a higher purchase agreement could be <br />agreed upon as the developer stands to benefit from the construction and sale of the 13 homes. <br />Councilmember LeTourneau appreciated the concern of Councilmember Kuzma and his intent to <br />gain the highest purchase price for the City but noted that he is also very appreciative and aware <br />of the discussions and recommendation of the EDA and therefore would support this action to <br />bring more residents into Ramsey and develop this challenging parcel. <br />Motion by Councilmember Riley, seconded by Councilmember Johns, to authorize staff to <br />execute a Purchase Agreement with Purmort Homes, Inc. for OUTLOT F of Ramsey Town <br />Center 8th Addition, as outlined in the staff report with the additional request that the developer <br />pay the entirety of the closing costs and the inclusion of a construction deadline, subject to the <br />review and approval of the City Attorney. <br />Further discussion: Asst. City Administrator/Economic Development Manager Brama stated that <br />this case does include a provision for amendments seen fit by the City Attorney and noted that <br />the construction deadline would also be included in the purchase agreement. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Johns, LeTourneau, • <br />and Williams. Voting No: Councilmember Kuzma.
