5.04: Public Hearing: Consider Request for an Amended Conditional Use Permit for Motor
Vehicle Sales on the Property Located at 7820 Riverdale Drive NW; Case of Bethel
Properties, LLC (Project #16-59)
Public Hearing
Vice Chairperson Bauer called the public hearing to order at 8:16 p.m.
Presentation
City Planner Anderson presented the staff report stating a Conditional Use Permit for motor
vehicle sales on the property located at 7820 Riverdale Drive NW (the "Subject Property") was
approved by the City on June 25, 2013. Bethel Properties, LLC (the "Applicant") has submitted
an application for an amendment to that Conditional Use Permit to expand the parking area for
motor vehicle sales on the Subject Property. Staff reviewed the request further and recommended
approval of the amended Conditional Use Permit contingent on compliance with the Staff Review
Letter dated April 1, 2016.
Citizen Innut
Commissioner Andrusko understood the parking lot on the west side of the building would need
access to a drive aisle.
City Planner Anderson explained all parking stalls are to be served by a drive aisle.
John Buzik, 661 207th Avenue NE in East Bethel, stated staff has been reviewing his request for
some time. He reported at this time the property only had 10 cars on the lot at 7820 Riverdale
Drive. He requested the proposed layout be supported in order to maximize the property at 7850
Riverdale. He recommended the employee parking stalls be reduced in width to seven or eight
feet given the fact it would not be used for guest parking. He discussed the huge cost he would
have to incur to install the proposed fence, along with the parking lot and curbing. He requested
the Commission not require the fence.
Community Development Director Gladhill stated the City did not want to see a large number of
parking stalls go unused. However, the City had to consider the future users of the site and wanted
to ensure the property had adequate parking.
Mr. Buzik did not object to setting parking parameters based on his use as he planned to be at this
site for a long time.
Commissioner VanScoy asked how many parking spaces were required.
Mr. Buzik reported each dealer was required to have five parking stalls by the State and noted at
present he had 11 dealers. This meant he was required to have 55 parking stalls, but reminded the
Commission that currently the property only had 10 cars on site.
