lour 1111.1siion: To work together to reiposihty grow our community, and to provide quality, coat -effective, and efficient government ierrlcas. <br />CC Regular Session 7. 9. <br />Meeting Date: 05/24/2016 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Adopt Resolution #16-05-086 Approving Plans and Specifications and Authorizing Bids for Improvement Project <br />#16-00 Division A, Crackseal and Sealcoat Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #16-05-086 approving plans and specifications and authorizing <br />advertisements for bids for Improvement Project #16-00 Division A, Crackseal and Sealcoat Improvements. <br />Background: <br />As part of the city's long-term Street Maintenance Program, various city streets receive cracksealing and sealcoating <br />improvements each year to help maximize the life expectancy of the street pavement sections. Cracksealing of <br />streets prevents stormwater runoff from seeping through cracks in the pavement and through joints between the <br />pavement and concrete curb and gutter and/or utility castings, reducing the potential for future pavement damage <br />due to wet subgrade soils, especially as a result of freeze -thaw cycles. Sealcoating streets helps protect pavement <br />from the negative effects of stormwater runoff, ultraviolet rays from the sun, and oil based by-products that are <br />deposited on pavement surfaces by vehicles. <br />City staff therefore prepared plans and specifications for the 2016 Crackseal and Sealcoat Improvements project <br />which involves cracksealing and sealcoating 13.53 miles of municipal streets in various locations throughout the <br />City. Attached is the plan sheet showing the locations of all streets proposed to receive crackseal and sealcoat <br />improvements in 2016. Specifications are not attached but will be available for review at the Council meeting, if <br />needed. <br />Attached is a cost estimate for the proposed improvements, including cost breakouts for each street segment. As <br />shown on page 1 of the estimate, Staff proposes to fog seal two areas this year; Ramsey Meadows 2nd Addition <br />and the Fire Station 1 parking lot. A fog seal is a light application of a diluted slow -setting asphalt emulsion to the <br />surface of an aged (oxidized) pavement surface. Fog seals are low-cost and are used to restore flexibility to an <br />existing pavement surface. They may be able to temporarily postpone the need for a surface treatment or <br />non-structural overlay. In Ramsey, fog sealing was completed on several streets last year on a trial basis to <br />determine if benefits outweigh costs. Numerous other cities have completed fog sealing over sealcoat applications <br />in recent years and have reported benefits including that the pavement looks newer for longer, that fog sealing <br />extends the life of the sealcoat application due to reduced loss of seal coat rock over time, which also reduces the <br />amount of rocks that make their way into garages, homes and businesses on tires and the bottoms of shoes. <br />However, this spring Staff observed essentially identical amounts of loose rock on streets that were fog sealed <br />versus streets that were not. It was also observed that fog sealed streets lost much of their "new street" look after <br />one winter of wear. Staff therefore has not observed a short-term benefit to fog sealing over sealcoating <br />
