pg. 3 <br />Planning & Zoning <br />Public Hearing <br /> 4/19/77 <br /> <br />Public Hearing called to Order at 8:35 P.M. for the purpose of hearing a <br />request for rezoning of a~ area in Section 29, T32, R25 (Parcel 1650) which is <br />about 23 acres. Theareatto be rezoned to I-1 from C-2. Mr. Sherwin Shenk, <br />7665 Highway 10 N.W., AnoVa, MN is the petitioner for this request. <br /> <br />Roger R. Sweet, Planned F~ture Investor's Corp., Bloomington, MN and J. Kramer, <br />M.A.I. introduced themselves, along with the landowner, Sherwin Shenk. Discussion <br />followed as to what business or industry might locate there. The P & Z Commission <br />wanted to know what their !plan would be of the total property owned by Mr. Shenk <br />rather than one small parcel at a time. <br /> <br />The landowners and planners were not in agreement as to what rezoning they wanted, <br />I-1 or BO2 so it was suggested that they research and present their plan again. <br /> <br />No persons were present to! object to the rezoning. <br /> <br />Closed public hearing at ~:45 p.m. <br /> <br />9:05 Special. Meeting Calle~ to Order <br /> <br />Van Odegaard, Conditional ~se permit. <br /> <br />Members of P & Z then respbnded with their findings and opinions on this request. <br /> <br />Motion by A1 Sorteberg to yeco~aend to the City Council to deny this conditional <br />use permit because of the findings of the P & Z Commission which include nuisances <br />due to the noise of barkin~ dogs, and odors emitting from kennel area and that <br />a majority of citizens of ~his area are opposed to kennels in area of residential <br />homes. Also, does not meet criteria for approval in Ordinance 73-7.4 and that the <br />Planning Commission adopt ~inding of fact (finding of fact -see attached) and further <br />that they be given 90 days}to comply with the ordinance when passed by the City <br />Council. Motion seconded ~y Bradley Bodle. Carried 5 - O. <br /> <br />Sherwin Shen~ Rezoning request <br /> <br />It was the consensus of opinion that Shenk's prepare a more complete plan of his <br />area and resubmit it to P ~ Z at the next regular meeting. <br />Motion to adjourn by A1 So~teberg, Seconded by Bradley Bodle.
