The Planning Commission~is designated as the Planning agency for the City <br />of Ramsey per Ordinance 75-~. <br /> <br />2. The Planning Commission ihas accepted this function; the obligation to carry <br />out the planning tasks and ~ecessarlly stands accountable fo.~ the results. <br /> <br />3. The "Public Building" udder consideration is, in fact, the City Hall - <br />as stated by the chairman o~ the Planning Commission. <br /> <br />The matter of planning ~r a City Hall, including the site location, the <br />ilding requirements, the architectural plans, the financial requirements <br />and other related matters, h~ve not come before the Planning Commission for <br />its consideration, study andlrecommendation until tonight. <br /> <br />5. Tonight the Planning Com~is$ion is asked, after only a few moments of dis- <br />cussion to recommend to the City Council that construction of a $595,000 City <br />Hall be started immediately, i <br />6. The City Council, to thi~ date, has usurped the Planninq Commissions <br />function of the City Plannin~ Agency by performing all or,the planning <br />activities related to the City Hall without revisin~ the Planning Commission's <br />function and accountability ~or the results. <br /> <br />7. This situation is not only a breach of established procedure but an <br />indication of organizational ideficiencies in the City Government. <br /> <br />8. The Plannin~ Commission s~ould not put itself in the indefrusible <br /> <br /> <br />
