reviewed the location of the stormwater pipes along the roadway and discussed their purpose as <br />being to capture rainwater and reduce the amount of rainwater that runs into regional ponds. <br /> <br />Commissioner Bauer commented on the lack of access to the lot to the east. He asked if the <br />stormwater runoff could be changed to run east and west to improve access to the site. <br /> <br />Community Development Director Gladhill stated this was the reason for breaking up the runoff <br />areas in to primary and secondary locations. He reported staff needed additional information <br />before he could answer this question. <br /> <br />Commissioner VanScoy inquired if it was necessary to require the developer to have access to <br />rear yards. He stated he has never driven into his rear yard. <br /> <br />Community Development Director Gladhill indicated there was no requirement. However, if this <br />homeowner wanted to put a large garage in the rear yard, this would require traffic and the drain <br />field would have to be protected. He encouraged the Commission to plan long-term for this lot. <br /> <br />Commissioner Bauer supported staff’s long-term planning for this lot. <br /> <br />Commissioner Brauer asked what water would be draining into the stormwater pond. <br /> <br />Community Development Director Gladhill explained the stormwater pond would assist with <br />managing the increase in impervious surface along with stormwater runoff. <br /> <br />Commissioner Brauer commented if the pond were to be moved, it would require a fairly large <br />pipe. He did not believe it should be made a requirement that every lot have access to the <br />backyard. <br /> <br />Community Development Director Gladhill reported this was the case. He recommended the <br />Planning Commission make a motion regarding the location of the stormwater pond. <br /> <br />Motion by Commissioner Bauer, seconded by Commissioner Maul, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, Maul, Andrusko, <br />Brauer, Nosan and VanScoy. Voting No: None. Absent: None. <br /> <br />Chairperson Levine closed the public hearing closed at 7:20 p.m. <br /> <br />Commission Business <br /> <br /> <br />Motion by Commissioner Brauer, seconded by Commissioner Nosan, to allow the stormwater <br />pond location to be worked out between staff and the developer. <br /> <br />Further discussion <br /> <br /> <br />Planning Commission/February 4, 2016 <br />Page 3 of 7 <br /> <br />
