Motion by Commissioner VanScoy, seconded by Commissioner Maul, to approve the following <br />minutes: Planning Commission Meeting Minutes dated April 7, 2016. <br />Commissioner Andrusko requested a revision to the minutes on Page 12, under Commission <br />Business stating his comment should state he was happy to see the Mississippi River Crossing <br />included in the survey and not the plan. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners VanScoy, Maul, Andrusko, <br />Brauer, and Nosan. Voting No: None. Absent: Commissioner Bauer. <br />5. PUBLIC HEARINGS/COMMISSION BUSINESS <br />5.01: Consider Preliminary Plat Approval for The Station; Case of D R Horton (Project <br />No. 16-09) <br />Presentation <br />Eric Maass, WSB, presented the staff report stating the City has received an Application for <br />Preliminary Plat Approval for a 77-unit townhome development located in The COR. This plat <br />was originally approved in 2006 as Ramsey Town Center 6th Addition, with minor <br />modifications. Staff discussed the preliminary plat in detail and recommended the Commission <br />approve the Preliminary Plat, contingent upon compliance with the Staff Review Letter. <br />Commission Business <br />Commissioner VanScoy commented on the plan for the outlot that was discussed in 2004. He <br />explained the first approval of this development, The Gables, was made in April 21, 2005 and <br />these minutes were not forwarded to the Commission for review. He indicated the plan <br />presented at that time was 13.71 units per acre. He discussed the two different ways the City <br />determined net density, with and without roads. He was concerned the Planning Commission <br />could set a precedent on the density standards and requested clarification from staff on if the road <br />was or was not included in the density numbers. <br />City Planner Anderson explained traditionally the City does exclude right-of-way and wetland <br />areas from net density numbers. However, the Met Council does include right-of-way in their <br />numbers for net density. He reported the net density proposed for this project excluded right-of- <br />way, which was consistent with previous developments completed by the City. <br />Commissioner VanScoy did not support the net density calculations as is. He believed this was a <br />mistake and that further clarification was necessary. He recommended the City adopt a clear and <br />concise policy for net density to remove all ambiguity. <br />City Planner Anderson provided further clarification on how the City views gross and net density <br />within the City for both urban and rural areas. <br />Planning Commission/May 5, 2016 <br />Page 2 of 8 <br />
