Commissioner Andrusko believed the Commission needed to sort through the issues in order to <br />find the context where the matter can be approved. He wanted to see greenspace within this <br />development for children. <br />Commissioner VanScoy asked what the zoning was for this property. <br />City Planner Anderson indicated the property was zoned Cor 4, Subdistrict B, which meant it <br />could have between four and 15 units per acre. <br />Commissioner VanScoy clarified that this was a stand-alone request and not a reconsideration of <br />the plat. He asked if the plat required a variance given the fact that it does not meet the City's <br />standards. <br />City Planner Anderson stated this was a standalone project. He explained the past minutes were <br />reviewed and based on those numbers, staff believed the request was reasonable to move <br />forward. However, the Commission could elect to approve the Preliminary Plat contingent upon <br />the applicant receiving a variance. <br />Commissioner VanScoy clarified he did not support the project as proposed. He believed a <br />mistake was made that had to be corrected. He recommended the project be amended to meet the <br />City's standards. He wanted to see a more pedestrian friendly development with additional <br />greenspace. He stated he would be willing to review this development again, only if brought to <br />the City with a variance request. <br />Chairperson Levine questioned how the Commission should proceed. <br />City Planner Anderson commented staff was seeking direction and a recommendation on the <br />development from the Commission. <br />Commissioner VanScoy understood the applicant was a good developer. His concern rested with <br />the density. <br />Motion by Commissioner VanScoy, seconded by Commissioner Andrusko, to recommend that <br />City Council approve the Preliminary Plat, contingent upon compliance with the Staff Review <br />Letter and directing staff to work with the applicant to revise the plat to meet the City's 15 units <br />per acre net density standards. <br />Further discussion <br />Mike Suel, DR Horton, indicated he was willing to work with staff to address the concerns of the <br />Commission.
