Mr. Suel estimated the development would lose five units in order to meet the City's density <br />requirements. <br />Commissioner VanScoy was not comfortable approving a development outside of the City's <br />standards. <br />Mr. Maass reported the City would achieve a net density of 13.95 dwelling units per acre within <br />the Ramsey Town Center 2nd Addition within The COR. <br />Commissioner VanScoy questioned if the Preliminary Plat would come back to the Commission <br />for further review. <br />City Planner Anderson indicated staff would work with the applicant based on the <br />recommendations from the Planning Commission and the Preliminary Plat would be forwarded <br />to the City Council for consideration. <br />Commissioner Brauer indicated he was undecided how to proceed on this development. He <br />discussed the history of the property and stated he was confused by the project given the fact so <br />much time has lapsed. <br />City Planner Anderson referred back to the Sweetbay Ridge project in the City, noting the first <br />phase was built in 2004 or 2005. After that time, the housing market crashed, years passed and a <br />new developer purchased the property. He indicated the new developer carried essentially the <br />same plans forward for the site and the City approved the development. <br />Commissioner Brauer questioned if there was a timeline with which plans expired. <br />City Planner Anderson stated a Preliminary Plat was valid for one year from the date of approval <br />and final plat was valid for two years from the date of approval. He noted extensions could be <br />requested. <br />Commissioner Brauer stated he was struggling with this project. He recalled that he originally <br />objected to this project due to the fact it did not have enough greenspace, however, at a previous <br />Planning Commission, he voted to approve. He did not know how to justify changing his vote <br />this evening. <br />Commissioner VanScoy explained how the net density was presented to the Commission in <br />2005. He stated today if the solo project were presented to the Planning Commission, it would <br />not be approved. <br />Commissioner Andrusko commented that time has changed and development was not static.
